Is Sanjin comprehensive insurance? What are the four gold medals?

The settlement of Shanghai must be approved at four levels. It is much more difficult to settle down than to apply for a residence permit. If you can settle down, the residence permit is absolutely no problem.

On the difference between residence permit and household registration in Shanghai (turn)

It's graduation time again, and it's getting harder and harder to register. More and more residence permits will be accompanied by new working people. Here I repost the difference between the residence permit and the registered permanent residence found on the Internet, hoping to give you some useful information.

Based on the Internet media, using tools such as Google and Yahoo, and using a series of keywords such as "Shanghai", "residence permit", "household registration" and "difference", this paper analyzes and lists the differences between residence permit and Shanghai household registration, and further expounds the possible impact on the employment of recent graduates in Shanghai, which provides some reference for non-Shanghai graduates who entered Shanghai for employment in 2005.

Keywords: Shanghai; Residence permit; Household registration; Difference; Class of 2005 graduates

Step 0 introduce

As Comrade Lao Luo said, China is one of the few countries that still implement the evil household registration system. However, since everyone is an ordinary person who can't live without real life and didn't go to the United States to enjoy the "freedom and democracy" there, we have to face it squarely when we denounce it.

For students like me who signed a Shanghai unit, it is even more necessary to survive in the evil of household registration and the shrewdness of Shanghainese. Recently, I learned from acquaintances that it is difficult to approve the application for Shanghai hukou this year. Shanghai's policy is "three-way": leaning towards doctors and masters; Tilt to the position of teachers in the outer suburbs; The tendency to support the construction of the western region. For undergraduates, apart from the series of government civil servants, I am afraid it is very difficult. Everyone else will apply for a residence permit. According to the Notice of the Office of the Joint Conference on the Employment of College Graduates in Shanghai on Doing a Good Job in Accepting the Applications of Non-Shanghai College Graduates for Shanghai Household Registration in 2005, the application for Shanghai Household Registration will be closed on June 10, within 20 working days, that is, before the end of June, or before July 8 (graduation ceremony is just around the corner) if it is not a weekend. I hope the rumor is a rumor after all, and I hope everyone is lucky.

I really want to know the difference between Shanghai hukou and residence permit. The propaganda in Shanghai is that there is no difference in treatment, all the same. This is obviously bullshit. If it's the same, why do two things? In the case of such a tight household registration application, since these two things have to be done, they obviously have different uses. Smart Shanghainese may be too lazy to play this "same" game. It's just the subtext behind me, "I'm proud to laugh, I'm proud to laugh …", but it's not broken.

We are not from Shanghai, maybe not so smart, but not stupid. After investigation, there are the following differences between hukou and residence permit. I hope it will be useful for my brothers and sisters who go to Shanghai together. Let's make some amendments together.

1. Four gold difference

The biggest use of the residence permit for college students is to pay the "four gold", which is also a major selling point for promoting residence permits in Shanghai. The so-called "four gold" is actually "three insurances and one gold", that is, pension insurance, unemployment insurance, medical insurance and housing provident fund. Although you have a residence permit, both units and individuals can pay this "four gold"; But enjoying the "four golds" in the future is not the same as graduates with Shanghai hukou.

1. 1. Pension insurance

At present, the social insurance for urban workers in Shanghai is only effective for employees with Shanghai hukou. People who come from other places to work in Shanghai but don't have a Shanghai hukou can't enjoy social insurance in Shanghai at present. In other words, the employer goes to the social insurance institution of this city or entrusts the organizer to handle the insurance matters of endowment insurance for you; But there is only one social insurance account, and it goes with the hukou, so if you have never had a Shanghai hukou, it may be difficult to get old-age insurance in Shanghai in the future.

1.2 unemployment insurance

According to the national "unemployment insurance claims" Article 21 "before unemployment, the unit and my household registration are not

In the same overall planning area, the payment of unemployment insurance benefits and the provision of other unemployment insurance benefits shall be negotiated by the labor and social security administrative departments of the two places, and the specific measures shall be clarified. If negotiation fails, it shall be decided by the administrative department of labor security at the next higher level. "This is obviously a wrangling clause. If something really goes wrong, it must be that the labor and social security departments of the two places can't reach an agreement. By the time the administrative department of labor and social security at the next higher level confirms it, if you haven't found a job, I'm afraid you will have been stranded in Shanghai Railway Station for a long time. So if you lose your job in Shanghai in the future, it may be difficult to enjoy unemployment insurance benefits.

In fact, the explanation I read on a website in Shanghai is that "after applying for a residence permit, you can apply for the" three gold "in the" four gold "except unemployment insurance, and you can consult the social security department of the social security center of each district and county for details". Obviously, from this explanation, that is to say, there is no unemployment insurance at all.

1.3. Medical insurance

There is no relevant information in this regard. But as far as I know, all postdocs in Shanghai can (and can only) enjoy medical insurance, which is for sure.

1.4. Housing accumulation fund

There may be many students who choose to work in regular big companies, but it does not rule out that some people will work in small enterprises. Then, you should be careful. Some enterprises are not very standardized, or very irregular. If they can save money, they will save money, especially in this "four gold". The residence permit regulations say that the holder of the residence permit can pay four gold. Note that "yes" is not a necessary clause. Because the holder of the residence permit is not guaranteed by the Shanghai labor security system. In other words, you have the right to enter the security system, but the security system does not undertake the obligation to protect you.

Therefore, there is a choice in the company. The company can choose not to pay you the housing provident fund, which is a legal act. It is illegal to even fail to pay the aforementioned pension insurance, unemployment insurance and medical insurance.

1.5. When I left Shanghai, I handled four gold deposits.

The old-age insurance relationship established by the residence permit holder at the place where the household registration is located and the storage amount of the individual old-age insurance account are not transferred. When leaving this city, the social insurance agency of this city shall transfer its endowment insurance relationship and the storage amount of individual endowment insurance account to the social insurance agency where its household registration is located. Basic medical insurance and housing accumulation fund can also be transferred to the domicile when the holder leaves the city. If the holder does not have an account at his domicile, the principal and interest shall be paid to the holder in one lump sum. Kind of human.

2. The validity period of the residence permit

The term of residence permit is divided into one year, three years and five years.

However, in 2005, the Shanghai Municipal Education Commission, the Shanghai Municipal Development and Reform Commission and the Shanghai Municipal Personnel Bureau issued the Notice on Matters Related to Shanghai Residence Permit for Non-Shanghai Graduates.

So, there is another difference.

3. Application for expiration of residence permit

There is no time limit for hukou, and the residence permit expires in one year. Even if the future is not a one-year period, the regulation is "generally not to exceed the validity period of the employment or labor contract". You must reapply after the expiration. Then, you have to take another photo, fill in the form and pay the fee. This is the case every time, and it is no different from the temporary residence permit in Beijing. At the same time, it leads to the next question.

4. The cost of residence permit

The cost of residence permit is 50 yuan. For the first time, there is a discount for fresh graduates, half price, hehe. Moreover, all kinds of verification are done at school and don't need to spend money. If you think so, being a student is not bad.

However, after the first year, in addition to the cost of 50 yuan's work, the cost of physical examination in secondary hospitals is about140; Educational verification, once in 80 yuan; If it is a double degree, the cost will be doubled; For example, CET-4 and CET-6 certificates, computer certificates ... are all at the same price, 80 yuan once.

Do the math yourself. ......

5. Relationship between residence permit and registered permanent residence

Residence permit has nothing to do with hukou! !

In 2005, the Shanghai Municipal Education Commission, the Shanghai Municipal Development and Reform Commission and the Shanghai Municipal Personnel Bureau "Notice on Matters Related to the Shanghai Residence Permit for Non-Shanghai College Graduates" only said that after applying for residence permits, they can still go to registered permanent residence. But there has never been a saying that a residence permit can be converted into an account. At least for now.

Of course, the policy may change. Anything is possible.

However, we can think about it. Is it possible to convert so many residence permit holders into hukou when the policy of entering Shanghai is relaxed and tight, and smart Shanghainese have racked their brains for so long to come up with a household registration policy? Two words, bullshit!

6. You can't apply for passports and Hong Kong and Macao passes with your residence permit in Shanghai.

This is clearly stipulated. You can check it on the website of the Ministry of Public Security.

Please apply for a passport at your place of registration. The same is true for individual Hong Kong and Macao passes.

7. You can't register your marriage in Shanghai with your residence permit.

This is clearly stipulated in the Marriage Law. "When mainland residents get married, both men and women should go to the marriage registration office where one party's permanent residence is located" and issue their household registration books and identity cards.

Of course, if your groom or bride has a Shanghai hukou, that's fine. But at least bring your hukou to Shanghai.

8. Children's nursery and school attendance

The Interim Provisions on Residence Permit in Shanghai mentioned that "the holder of residence permit can apply for compulsory education for his children in this city within the validity period of residence permit, and the education administrative department of the district (county) where he lives will arrange for attendance according to the regulations."

The first half of this sentence says what the holder can do, and the second half says whether you can do it or not depends on me. This is the biggest "feature" stipulated in the Interim Provisions of Shanghai Municipality on Residence Permit, and it is also the most wonderful place. Many of the benefits mentioned in the Regulations are suggestive words such as "can", "can", "should" and "should", and none of them are mandatory expressions such as "must". But also refer to the so-called "turtle ass" of the corresponding competent department.

Therefore, whether the benefits can be implemented depends on whether the employer is willing to do it for you and whether the specific administrative department is willing to do it for you.

Regarding the issue of children going to kindergarten, "you can consult the education authorities of all districts and counties for specific treatment". I found it online.

According to the actual situation, there are differences among districts and counties, but "paying sponsorship fees" and "not taking the college entrance examination and senior high school entrance examination as Shanghai students"

The situation of the test is objective.

For most of us, this is still too early. I wish that when this problem needs to be solved practically, I can make small achievements and solve it easily and flexibly within the system.

9.conclusion

For young people, the difference between residence permit and household registration has relatively little impact on real life.

If your income is enough to reach a certain amount, then the impact of the difference between residence permit and household registration on real life is naturally insignificant.

These two points are obviously nonsense. Four gold is originally for the future, not for immediate interests. The problem of children going to kindergarten will probably be put on the agenda for the majority of fresh graduates in a few years. If we have enough money, we can live a comfortable life with this bullshit residence permit and hukou, Shanghai, Beijing and even new york.

It is obviously helpless to apply for a residence permit. But if you have no choice, it doesn't hurt to accept it. With the expansion of the scope of residence permit holders, the treatment may really be the same as the hukou. But when it will be realized and whether our generation can catch up with it is uncertain.

Perhaps, as soon as the National People's Congress opens, the account will be cancelled, which is not necessarily true, hehe. ...

Shanghai, which has gradually prospered since the opening up,

Shanghai, which prospered rapidly after the reform and opening up,

Shanghai, which lacks historical and cultural details,

Commercialization consciousness and its developed Shanghai,

Maybe,

She is more suitable to be a paradise for you and me on the road to success.

This is not the home that you and I are fighting for emotionally.

Maybe, just maybe. ......

10. postscript

This is the first time to announce the so-called "pseudo-sm". Anyway, I choose to publish it on this inter-school communication platform, hoping to benefit my compatriots in my school first.

Bandit brothers, meet and laugh and forget the enmity. The Kuomintang and the Communist Party can shake hands and make peace again. What contradictions can't be solved?

I graduated as soon as I saw it, and I can do less and less, only wishing my alma mater well.

Whether they have left, will leave or stay. ......

The algorithm of Shanghai four gold and tax

1. Definition of four gold payment bases:

Generally, the four gold base is the monthly salary, but if the salary is high (for example, more than three times the average monthly salary in your city last year), then the base is at the top. And if the salary is particularly low (for example, lower than 60% of the average monthly salary in your city last year), the base also has a back cover.

Take the situation in Shanghai in 2004 as an example. In 2003, the average monthly social wage was 1847 yuan. If your monthly salary exceeds 1847×3=554 1 yuan. Then the cardinal number of four gold is 554 1 yuan; If your monthly salary is less than1847 * 60% =1108.2 yuan. Then the cardinal number of the four gold medals is 1 108.2 yuan. If the salary is between 1 108.2 yuan and 554 1 yuan, the base is your salary.

2. Four gold contribution ratio:

Proportion of four contributions: individual contribution and company contribution.

Endowment insurance = base ×8%+ base ×22% (this ratio seems to have been changed only recently)

Medical insurance premium = base ×2%+ base × 12%

Unemployment insurance = base × 1%+ base ×2%

Housing accumulation fund = base ×7%+ base ×7%

Among them, the part paid by individuals is the left part, that is, 8%+2%+ 1%+7%= 18%, and the rest of the right part is paid by the company, totaling 22%+12%+7% = 43% of the base. That is to say, the salary after deducting the four funds is: X = employee's salary-base × 18% (income tax is calculated based on the salary after deducting the four funds). The total capital contributed by the company is: y = employee salary+base × 43%.

3. Calculation method of individual income tax:

Taxable amount X = salary-four gold base * 18%- 1000 (Shanghai tax starting point)

1-500 yuan, with a tax deduction rate of 5%;

500-2000 yuan, the tax deduction ratio is10%;

2000-5000 yuan, preferential margin 15%.

5,000-20,000 yuan, with a discount rate of 20%

Note that the tax is deducted by stages, that is to say, if X = 4000, then the personal income tax to be paid is = 500 * 5%+ 15.

00* 10% + 2000* 15% = 475

4. Calculation method of bonus:

Bonuses are included in the salary of the current month, and deducted according to Method 3 after accumulation. The same is true of double pay at the end of the year.

Since its launch, the Shanghai Municipal Government has been promoting that people who hold Shanghai talent residence permits can enjoy the same treatment as Shanghai citizens. Since we can enjoy the treatment of the elderly in Shanghai, why doesn't the municipal government directly register those "talents"?

But only a residence permit. Through the following comparison, you can easily see the good intentions of the Shanghai Municipal Government.

Holding a residence permit for talents in Shanghai, the employer has to pay four gold for those "talents" who come to Shanghai from other places and can enjoy it.

Being treated equally by Shanghai residents sounds really attractive. The four funds mainly cover pension, medical insurance, unemployment and provident fund (there are also work-related injuries, and because the birth rate is small and individuals do not pay fees, they are not tired here).

The first item, providing for the aged, is the biggest headache for the Shanghai municipal government, because the problem of aging in Shanghai is particularly prominent now. Coupled with previous historical problems, many of these old people have never paid their own pensions. What should these people do? At present, employees' pension is paid by the unit at 22% (included in the overall social planning) and by the individual at 8% (included in the personal account). This accounting method is understandable for locals, but it is bitter for residence permit holders, because it is impossible for you to hold a residence permit in Shanghai after retirement. Even if you hold it for special reasons, you can't retire in Shanghai according to the existing regulations. You only pay 8% for the transferred part personally and 22% for the unit, so you can only stay in Shanghai. As a social coordinator in Shanghai, you can calculate how much contribution foreigners have made to the Shanghai municipal government. On the other hand, you can also calculate how much burden you have added to your hometown by moving back to your hometown (because you have made no contribution to your hometown and have to come back to support the elderly).

The second item, the second item, medical insurance, the unit pays 12, and the individual pays 2%. In the same way, 12% paid by the unit is included in the social overall planning, and the personal account is only 2%. This item is actually useful when working in Shanghai, but in fact, the probability that you will get sick during this period should be small. When you get sick after retirement, your only choice is medical insurance and you can only go back to your hometown. Similarly, you can only transfer 2% of your own contribution and 12% of the company's contribution, and you can only pay for Shanghai. Similarly, you should also increase the burden on your hometown.

Three, the unemployment insurance unit to pay 2%, personal commitment 1%. According to the current residence permit system in Shanghai, you can't enjoy it, and you can't pay it for nothing (because you can't get a residence permit if you are unemployed, and more than 70% of talents in Shanghai have a residence permit for one year). Without a residence permit, you can't enjoy unemployment benefits.

Fourth, units and individuals pay 7% of the provident fund, all of which are included in personal accounts. As long as you want to buy a house in Shanghai, you can enjoy 100%. This is the only treatment that has practical significance for foreigners. But this item is not mandatory, because the current law does not force the unit to pay the provident fund for you, and the unit has the right to choose whether to pay it for you. This treatment depends on your employment luck.

End: At present, the employment ratio of local people and foreigners in Shanghai is close to 3: 2, and there are 2 foreigners for every 5 employed people. Then foreigners have made the greatest contribution to Shanghai, that is, taxes, which are nearly 40% of Shanghai's annual taxes created by foreigners, which also makes Shanghai more and more prosperous. After reading these, you should not be difficult to imagine the good intentions of the Shanghai Municipal Government. In a word, "your contribution to Shanghai is needed, and your burden should be pushed back to your hometown." This is the advantage of residence permit over registered permanent residence, which is also the reason why the Shanghai municipal government promotes residence permit, and the promotion scope is extended to migrant workers, because migrant workers are a larger group and earn more money than talents, which is also the reason why the municipal government stipulates that migrant workers should apply for residence permit. (Originally, the residence permit was only a proof of residence and did not need to be linked to the payment of insurance. )
