In order to unify and standardize the payment of basic old-age insurance premiums for enterprise employees, and properly handle the problems of unpaid old-age insurance premiums by employers, employees' interruption of payment, and uninsured before the implementation of the Social Insurance Law of People's Republic of China (PRC), the Opinions on Unification and Standardization issued by Shandong Provincial Department of Human Resources and Social Security and Shandong Provincial Department of Finance are now implemented.

Notice on the policy of paying back the basic old-age insurance premium for enterprise employees (Lu Ren She Fa [2015] No.29) puts forward the following opinions, please implement them carefully.

A, for employees to pay back, by the unit to the employees to pay social insurance premium application form "(attachment 1) and the relevant materials stipulated in the document No.29 [2015] of Lu Renshe, to the local district (city) social insurance agencies to apply. Among them, if the payment time in the three districts of the city exceeds one year or more, it will be reported to the Municipal Social Security Bureau for review and then go through the payment procedures at the social insurance agency in the three districts.

3. If a man who has paid in his personal capacity has reached the age of 60 and a woman has reached the age of 55, he will enjoy the basic old-age insurance benefits from the month when his retirement time is fully determined, and from the month after the payment amount is fully determined. Among them, if it is required to be regarded as the payment period and meet the recognition conditions, the payment period and actual payment period must be 15 years.

Fourth, the survivors who have enjoyed the basic old-age insurance benefits for residents or the subsidies for regular living difficulties shall stop the original treatment from the month when they receive the basic old-age insurance benefits for employees. At the same time, the balance in the personal account of the basic old-age insurance for residents other than government subsidies shall be returned to themselves.

Five, the district (city) human resources and social security bureau, social insurance agencies at all levels, should be strictly in accordance with the provisions of the Lu Renshe [2015] No.29 document, it is strictly prohibited to open insurance policies at will. We must conscientiously do a good job in policy propaganda and interpretation, so that the masses can fully understand the policy and ensure that the overdue policy is put in place. The Municipal Social Security Bureau shall report the payment of the whole city to the Municipal People's Social Security Bureau for the record on a monthly basis.

Six, the original city people's social development [2015] No.29 document is inconsistent with Shandong Province, according to the provisions of this document.
