I have two social security cards. What to do in different provinces?

Legal analysis: you can't have two social security cards. According to social security regulations, an employee can only have one social security account. If you have two social security accounts, you can apply for social security in different places in accordance with the national Measures for the Administration of the Transfer and Continuation of Social Security Relations.
