What does the social security cost of landless peasants mean?

The social security expenses of land-expropriated farmers include land compensation fees, resettlement fees and land property compensation fees.

The resettlement subsidy here belongs to the category of social security, and this part of the expenses must be compensated by the land requisitioners.

Land subsidy refers to the economic subsidies paid by land-using units to rural collective economic organizations that have been demolished according to law because of the economic losses caused by their land expropriation. Attachment subsidy is a kind of subsidy fee paid by the land unit to the attachments such as houses and other facilities on the expropriated land due to the damage of land acquisition.

In order to promote the urbanization process and sustained, rapid and healthy economic development, the basic old-age insurance system for landless farmers is established with the goal of building a well-off society in an all-round way and building a new socialist countryside.

1. Farmers whose land has been expropriated refer to the registered agricultural population who lost all or part of the contracted land due to the unified expropriation of farmers' contracted land by the government and enjoyed the rural collective land contracting right at the time of land expropriation;

The conditions for participating in the old-age insurance for land-expropriated farmers are: at least 16 years old at the time of land expropriation, including 16 years old, and 20% of individual contracted land is expropriated, excluding more than 20% of land-expropriated farmers, they should participate in the old-age insurance;

Among them, 80% of the expropriated land, excluding more than 80%, is regarded as a completely landless farmer, and the remaining land belongs to the village collective, which is converted into urban hukou and participates in the basic old-age insurance for urban enterprise employees. The proportion of land expropriated is between 20% and 80%, which is regarded as part of landless peasants and participates in the endowment insurance for landless peasants;

If the proportion of land expropriated is below 20% and the village committee adjusts and supplements the land, it does not belong to the old-age insurance for landless farmers. Farmers with more than 80% of the land and the remaining land can guarantee their basic livelihood can voluntarily choose to participate in the endowment insurance for urban enterprise employees or some landless farmers.

The state raises social insurance funds through multiple channels. People's governments at or above the county level shall give necessary financial support to social insurance.

The state supports social insurance through preferential tax policies.
