Social workers' national vocational qualification certificate and social workers' professional level certificate are issued by different institutions, but both belong to the national competent department. In contrast, the national vocational level certificate issued by Ministry of Human Resources and Social Security and the Ministry of Civil Affairs is more representative and authoritative than the vocational qualification certificate because it is a national unified proposition and examination.
