Commercial insurance is not social security.

Commercial insurance and social security are two different concepts. Commercial insurance is an insurance product provided by private insurance companies, aiming at providing specific risk protection and economic compensation for individuals and enterprises. Social security (social insurance) is a public insurance system established by the government to provide basic social security for participants, such as medical insurance, old-age insurance and unemployment insurance. There are differences between commercial insurance and social security in operating mechanism, source of funds and protection of rights and interests, so commercial insurance can not be regarded as a substitute or included in social security.
