1: Hefei Human Resources and Social Security Bureau is an administrative service unit in Hefei, Anhui Province.
Main functions:
(a) to implement the national, provincial and municipal human resources and social security policies and laws and regulations, draft relevant local regulations, formulate human resources and social security development plans and policies, and organize their implementation, supervision and inspection.
(2) Formulating the development plan and mobility policy of human resources market, establishing a unified and standardized human resources market, and promoting the rational mobility and effective allocation of human resources.
(3) To be responsible for promoting employment, formulating plans and policies for coordinating urban and rural employment development, improving the public employment service system, establishing the employment assistance system, improving the vocational qualification system, coordinating the establishment of the vocational training system for urban and rural workers, and formulating training and incentive policies for highly skilled talents and rural practical talents jointly with relevant departments.
(four) to co-ordinate the establishment of a social security system covering the urban and rural areas of the city. Coordinate the formulation of policies and standards related to urban and rural social insurance and its supplementary insurance, implement the measures for the continuity of social insurance relations and the measures for the overall planning of basic pensions, coordinate the formulation of policies related to basic old-age insurance in government agencies and institutions, gradually improve the level of fund overall planning, formulate relevant institutional measures for the management and supervision of social insurance and its supplementary insurance funds in conjunction with relevant departments, and prepare the draft budget and final accounts of the city's social insurance funds.
(five) responsible for the city's employment, unemployment, social insurance fund forecast and information guidance, the implementation of prevention and control, to maintain the stability of the employment situation and the overall balance of social insurance funds.
(six) in conjunction with the relevant departments to formulate relevant policies on the distribution of wages and income of personnel in public institutions, establish a mechanism for the normal growth and payment of wages of personnel in enterprises and institutions, and formulate relevant policies on the welfare and retirement of personnel in enterprises and institutions.
(VII) To be responsible for the personnel system reform of public institutions, formulate supporting policies related to the reform and organize their implementation, participate in talent management, formulate policies related to professional and technical personnel management and continuing education, take the lead in deepening the reform of professional title system, improve postdoctoral management measures, and be responsible for the selection and training of high-level professional and technical personnel.
(eight) comprehensive coordination, centralized management of the city's introduction of foreign intelligence, the introduction of foreign intelligence work plan and related policies and measures.
(nine) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers in the city, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.
(10) Make overall plans to formulate relevant institutional measures for mediation and arbitration of labor and personnel disputes and policies related to labor relations, improve the coordination mechanism of labor relations, and supervise the implementation of the working hours and rest system for enterprise employees and special labor protection for female employees and underage employees; Organize and implement human resources and social security supervision and dispute arbitration, coordinate workers' rights protection, and investigate and deal with major cases according to law.
(eleven) to undertake other tasks assigned by the municipal government.
