Can you collect unemployment without social security

Article 45 of the Social Insurance Law

An unemployed person who meets the following conditions shall be entitled to receive unemployment insurance benefits from the Unemployment Insurance Fund:

(1) if the employer and the person himself have been paying unemployment insurance premiums for one year prior to becoming unemployed;

(2) if he has had an interruption of employment not of his own volition;

(3) if he has been registered as unemployed and has paid unemployment insurance premiums for one year;

(4) if he has been registered as unemployed and has a requirement to seek employment. (C) Those who have registered as unemployed and have a request to seek employment.

Article 44

Employees shall participate in unemployment insurance, and the employer and the employee shall pay the unemployment insurance premiums together in accordance with the state regulations***.
