Measures of Tianjin Municipality on Implementing the Law of the People's Republic of China on Agricultural Technology Promotion (revised on 20 16)

Chapter I General Provisions Article 1 In order to strengthen the popularization of agricultural technology, promote the application of agricultural scientific research achievements and practical technologies to agricultural production as soon as possible, enhance the support capacity of science and technology, and promote the sustainable development of agriculture and rural economy in this Municipality, these Measures are formulated in accordance with the Law of the People's Republic of China on the Popularization of Agricultural Technology and combined with the actual situation of this Municipality. Article 2 The term "agricultural technology popularization" as mentioned in these Measures refers to the activities of popularizing and applying scientific research achievements and practical technologies of planting, forestry, animal husbandry and fishery to the whole process of agricultural production before, during and after delivery through experiments, demonstrations, training, guidance and consulting services. Article 3 This Municipality supports the development of agricultural technology popularization, insists on relying on scientific and technological progress, accelerates the popularization and application of agricultural scientific research achievements and practical technologies, and develops high-yield, high-quality, efficient, ecological and safe agriculture. Article 4 The municipal and district people's governments shall strengthen their leadership in agricultural technology popularization, incorporate agricultural technology popularization into the national economic and social development plan, improve the agricultural technology popularization system, strengthen infrastructure and team building, improve the guarantee mechanism, and promote the development of agricultural technology popularization. Fifth municipal and district agricultural administrative departments are responsible for the organization and coordination of agricultural technology popularization within their respective administrative areas, and are responsible for organizing and implementing agricultural technology popularization according to their duties. The municipal and district water administrative departments shall be responsible for the relevant agricultural technology popularization work in accordance with their duties.

The administrative department of science and technology shall guide the popularization of agricultural technology.

The administrative departments of development and reform, education, finance, human resources and social security shall be responsible for the relevant agricultural technology popularization within their respective functions and duties. Sixth city, district agriculture, water, forestry and other departments. (collectively referred to as agricultural technology popularization departments) According to the national economic and social development plan, formulate relevant plans and plans for agricultural technology popularization in this system, guide and coordinate the construction of agricultural technology popularization system, and organize and promote agricultural technology popularization. Article 7 National agro-technical popularization institutions at the city, district and township levels are public service institutions that undertake agro-technical popularization in agriculture, water conservancy and forestry. The municipal and district people's governments shall ensure the stability and development of the national agricultural technology popularization institutions. Article 8 This Municipality encourages and supports the training of imported agricultural technology popularization talents, agricultural science and technology personnel and college graduates to engage in agricultural technology popularization at the grassroots level.

Encourage and support scientific and technical personnel to research, develop and popularize advanced agricultural technologies, and encourage and support agricultural labourers and agricultural production and operation organizations to apply advanced agricultural technologies.

Encourage and support the introduction of advanced agricultural technology at home and abroad, and promote cooperation and exchanges between Beijing, Tianjin and Hebei and agricultural technology promotion at home and abroad. Article 9 The municipal and district people's governments shall reward the units and individuals that have made remarkable achievements in agricultural technology popularization. Chapter II Agricultural Technology Extension System Article 10 The agricultural technology extension system in this Municipality is led by agricultural technology extension institutions at all levels in the country, and is combined with agricultural scientific research institutions, universities, farmers' professional cooperatives, agriculture-related enterprises, family farms, mass scientific and technological organizations and farmers' technicians.

This Municipality encourages and supports supply and marketing cooperatives, other enterprises and institutions, social organizations and scientific and technical personnel from all walks of life to carry out agricultural technology popularization services. Eleventh national agricultural technology popularization institutions at all levels shall perform the following duties:

(a) the introduction, testing and demonstration of key agricultural technologies determined by the municipal and district people's governments;

(two) to promote green, environmental protection and sustainable agricultural technology;

(3) Monitoring, forecasting and prevention of pests, animal diseases and agricultural disasters;

(four) agricultural products quality inspection, testing and monitoring services, to assist the quality and safety of agricultural products;

(five) inspection, testing, monitoring and consulting technical services in the production process of agricultural products;

(six) monitoring services for agricultural resources, forest resources, agricultural ecological security and the use of agricultural inputs;

(seven) technical services for water resources management, flood control and drought relief and farmland water conservancy construction;

(eight) agricultural public information and agricultural technology publicity, education and training services;

(nine) to provide business guidance to the national agricultural technology extension institutions at lower levels;

(ten) other duties as prescribed by laws and regulations. Twelfth national agricultural technology extension institutions at all levels shall establish and improve the post responsibility system and implement performance management; Establish and improve the system of project management, personnel training, assessment and financial management. Article 13 This Municipality implements the system of unified management of township national agricultural technology popularization institutions by district agricultural technology popularization departments.

District agricultural technology popularization departments shall implement unified management of personnel and business funds of township national agricultural technology popularization institutions, and their personnel deployment, assessment and popularization shall listen to the opinions of the township people's governments in the areas they serve.

Township people's governments shall support township national agricultural technology popularization institutions in their work and provide necessary working conditions. Article 14 National agro-technical popularization setups at all levels should focus on professional and technical posts. The professional and technical posts of municipal-level national agricultural technology extension institutions shall not be less than 80% of the total number of institutional posts, the professional and technical posts of district-level national agricultural technology extension institutions shall not be less than 85% of the total number of institutional posts, and the posts of township-level national agricultural technology extension institutions shall all be professional and technical posts.

Agricultural technology popularization institutions at all levels in the country should be equipped with relevant professionals according to the actual needs of agricultural production, and maintain a reasonable proportion of professionals.
