I. Handling of Social Insurance Registration Certificate

1. Registration

Participating units should apply for social insurance registration to their respective social insurance agency within 30 days from the date of obtaining business license or establishment.

When applying for social insurance registration, the insured unit shall fill in the "Beijing Social Insurance Unit Information Registration Form" (Table 1) and present the following documents and information:

(1) Enterprises with "Business License for Enterprise Legal Person" (copy);

(2) Institutions with "Certificate of Legal Person of Institution" (copy);

(3) Social organizations with "Certificate of Registration of Legal Person of Social Organization" (copy);

(4) Social organizations with "Certificate of Registration of Social Organization" (copy). (C) social organizations with the "Certificate of Registration of Social Organizations as Legal Persons" (copy);

(D) state organs with the administrative introduction letter of the unit;

(E) the certificate of unified code of the organization issued by the State Quality and Technical Supervision Department;

Foreign-invested enterprises must also hold the Certificate of Approval for Foreign-invested Enterprises of the People's Republic of China*** and the State issued by the relevant departments.

Foreign, Hong Kong, Macao, Taiwan and foreign organizations that have set up offices (agencies) in Beijing must present the Certificate of Registration of Permanent Representative Offices of Foreign (Regional) Enterprises or the Certificate of Registration of Offices of Foreign-Invested Enterprises issued by the Municipal Administration for Industry and Commerce.

Domestic unincorporated branches in Beijing are also required to provide a letter of authorization issued by the parent legal entity to participate in Beijing's social insurance co-ordination.

The social security agency shall immediately accept the "Beijing Social Insurance Unit Information Registration Form" (Form 1), documents and information provided by the insured unit and complete the examination within 10 working days from the date of acceptance and issue the "Notice of Account Opening for Beijing Social Insurance Contributions" for the insured unit, which will be used by the insured unit to open a special account for contributions in a designated bank; the social security agency shall open the account based on the bank's account opening receipt. The social security agency will register the insured unit based on the bank account opening receipt and issue the Registration Certificate.

2. Changes

When an insured unit changes its social insurance registration, it shall, within 30 days from the date of the registration change, apply to the social security agency (representative) for a change of social insurance registration with the following documents and information.

(1) "Beijing Municipal Social Insurance Unit Information Registration Change Form" (Table 1?1);

(2) "Social Insurance Registration Certificate";

(3) business license or proof of approval of the change by the relevant authorities;

(4) other relevant information prescribed by the social security agency (representative).

If the materials for the change of social insurance registration of the insured unit are complete, the social security agency will grant the change after examination.

If the content of the Registration Certificate is involved in the change of information of the unit, it is necessary to reprint the Registration Certificate, but the number of the Social Insurance Registration Certificate will not be changed, and the original Registration Certificate will be withdrawn.

2. Cancellation

Participants in the dissolution, bankruptcy, abolition, merger, revocation of business licenses and other circumstances, the termination of the obligation to pay social insurance premiums in accordance with the law, should be timely to the social security agency (agency) to apply for cancellation of registration.

The insured unit shall apply to the social security agency for deregistration within 30 days from the date of deregistration. When the unit applies for deregistration, it should fill in the "Beijing Social Insurance Unit Information Registration Change Form" (Form I?1) and provide relevant documents and materials, and after examination by the social security agency, the unit will go through the procedure of deregistration of social insurance and recover the "registration certificate".

Participating units shall settle the social insurance premiums, late fees and fines payable before canceling the social insurance registration.

2. Collection and Generation of Social Insurance Contribution Base

Social insurance agencies (agents) issue a notice of collection of contribution base and the "Beijing Social Insurance Contribution Base Collection Form" (Form 6) (hereinafter referred to as "Collection Form") or the "Contribution Base Collection Form" (hereinafter referred to as "Contribution Base Collection Form") to the insured units in the first quarter of each year.
