In order to implement the Provisions of Beijing Municipality on Implementing the Regulations on Work-related Injury Insurance (Order No.242 of Beijing Municipal People's Government), the Provisions of Beijing Municipality on Maternity Insurance for Employees of Enterprises (Government Order No.0/54) and the Notice on Printing and Distributing the Measures of Beijing Municipality on Maternity Insurance for Employees of State Organs, With reference to the public institutions and social organizations managed by the Civil Service Law to participate in work-related injury insurance (Notice of Beijing Social Work Agency [2065 438+] on issues related to the adjustment of maternity insurance policies for employees in this Municipality (Beijing Social Work Agency [2065 438+065 438+0] No.334), we will earnestly do a good job in the adjustment of work-related injury and maternity insurance policies for employees in this Municipality. The relevant business operation issues are hereby notified as follows:

First, the scope of industrial injury insurance

Employers within the administrative area of this Municipality shall participate in work-related injury insurance and pay work-related injury insurance premiums for employees.

State organs, institutions, social organizations, institutions and social organizations that regulate wages at the municipal level and in all districts and counties within the administrative area of this Municipality shall participate in the social pooling of industrial injury insurance expenses in Beijing.

Second, the scope of maternity insurance

Employers within the administrative area of this Municipality, including enterprises, organs, institutions, social organizations, private non-enterprise units, foundations, lawyers (accountants) firms, individual industrial and commercial households with employees (hereinafter referred to as employers) and employees who have formed labor relations with them, shall participate in maternity insurance.

Third, pay the fees.

The employing unit shall go through the formalities for its employees to participate in work-related injury and maternity insurance, and pay work-related injury and maternity insurance premiums according to regulations.

The employer allocated by the financial department shall pay the employee work-related injury and maternity insurance premiums included in the departmental budget and paid by the employer on a monthly basis.

Fourth, the employer to declare

Before1October 1.20 12 1, the migrant workers who have been insured but have not participated in maternity insurance shall go to the social insurance agency in the insured place by the employer before1October 20 12 1.

(2) Method of declaration

1. Batch insurance registration

The employing unit shall fill in the Application Form for Batch Registration of Employees' Social Insurance Types (hereinafter referred to as the Application Form, see Annex I) in duplicate, affix the official seal of the unit, and go to the social security agency to handle batch registration for employees.

2. Single insurance registration

The employing unit handles work-related injury and maternity insurance for employees through the enterprise version of the software (version 4.3.8) (see Annex II for the operation flow), prints the Table of Increasing the Number of Social Insurance Insured Persons in Beijing (hereinafter referred to as the Table of Increasing the Number of Employees) in duplicate, affixes the official seal, and goes to the social security agency for handling.

Five, social security by (on behalf of) agencies to accept.

(1) Registration of bulk insurance

After receiving the Application Form declared by the employer, the business personnel of the social security agency can query and increase the employee's work-related injury and maternity insurance through the "batch enrollment registration" module. This module can only increase the number of people with normal status, and those with abnormal status need to be added first.

After the business personnel of the social security agency (agency) have completed the registration of workers' work-related injury and maternity insurance, they shall fill in the number of registered workers' work-related injury and maternity insurance on two "declaration forms", and after signing and sealing, one copy shall be filed and one copy shall be returned to the employer.

(2) Registration of individual insurance

The business personnel of the social security agency (agency) receive the offer data of the employer through the information system, check it with the increase list, approve it after it is correct, and sign and seal the increase list, one for file and one for return to the employer. If the check information is inconsistent, all materials should be returned to the employer.

If the approval fails, the exported feedback information together with the submitted materials will be returned to the employer, and the declaration will be revised again.

Six, overdue and late fees

If the employer fails to pay the work-related injury and maternity insurance premiums in full and on time, and needs to pay the corresponding work-related injury and maternity insurance premiums, it shall pay the late payment fee in accordance with the relevant provisions of the Notice on Issues Concerning the Employer's Arrears of Social Insurance Fees (J.S.F. [201] No.39).

Seven. Determination of maternity allowance

The average monthly payment wage of the employer is the monthly average payment base of the employer in the first month of the social insurance year (April to March of the following year) newly approved by the social insurance agency. In the same social insurance year, maternity allowance is calculated based on this data.

The maternity allowance for the period of1-April each year is temporarily calculated according to the monthly average payment base of the employer in the first month of the previous social insurance year. After the monthly average payment base of the employer in the first month of the newly approved social insurance year is generated, the social insurance agency shall reissue the difference of maternity allowance accordingly.
