First of all, are you registered in Beijing? If yes, take your account and the file certificate opened by Beijing talents, come to Beijing to open a social security letter, and then go to Jinan to transfer the social security to Beijing.

Without a Beijing hukou, you can't transfer. You can only transfer social security to your account.
