According to the spirit of the Notice of the Ministry of Human Resources and Social Security and the Ministry of Finance on the Adjustment of Retirees' Basic Pension in 2017 (MHRSS [2017] No. 30), combined with the actual situation of the province, the study formulated the program of adjusting the retirees' basic pension in 2017 in the province, which was approved by the Ministry of Human Resources and Social Security and the Ministry of Finance, the The 159th executive meeting of the provincial government deliberated and passed, and now notifies the relevant matters as follows:
I. Scope of Adjustment
Enterprises, institutions and retirees (including retired personnel, hereinafter the same) who have applied for retirement according to the regulations before December 31, 2016, those who have applied for retirement according to the provisions of document No. 104 of the State Council, those who have taken part in the revolutionary work before the founding of the country, and the retired old workers who have participated in the revolutionary work before the founding of the State Council. work, retired old workers who participated in the revolution before the founding of the PRC, "five-seven workers, family workers" and completely landless peasants (hereinafter referred to as "five-seven workers, family workers" and completely landless peasants") who have been included in the social coordination and management of basic pension insurance for urban enterprise employees before December 31, 2016, and other The personnel.
II. Adjustment time
From January 1, 2017 onwards.
Third, the adjustment standard
(a) fixed adjustment
1, enterprises, institutions and retirees, in accordance with the provisions of document No. 104 of the State Council [1978] for the formalities of retirement, and retired veteran workers who took part in the revolution before the founding of the country, an increase of 48 yuan per person per month.
2. "Five-seven workers, family workers" and completely landless peasants will be increased by 33 yuan per person per month.
(2) Linked adjustment
1, linked to the contribution period
Retirees eligible for adjustment (excluding "five-seven workers, family workers"), the part of the contribution period of 15 years and below, an increase of 25 yuan per person per month; the part of the contribution period of 15 years or more, the contribution period of 1 year each, each person will be given an additional 25 yuan. For each full year of contribution period, the monthly increase is 3 yuan per person. If the contribution period is less than 1 year, it will be calculated as 1 year. All the years of contribution do not include special types of work, high altitude areas and other commuted years.
2, linked to the level of basic pension
Included in the basic pension insurance of enterprise employees in the overall scope of the basic pension insurance for the month of December 2016 I received the basic pension as the basis for an increase of 1.1% per person per month; institutional retirees to the average monthly basic pension of the same category of personnel in 2016 as the basis for an increase of 1.1% per person per month.
(C) Tilted Adjustment
1. Before December 31, 2016, retirees aged 70 years old and less than 75 years old will be increased by 20 yuan per person per month; those aged 75 years old and less than 80 years old will be increased by 25 yuan per person per month; and those aged 80 years old and above will be increased by 30 yuan per person per month. The age calculation is based on the birth date recognized by the retirement audit authority.
2, enterprise retirees (excluding "five-seven workers, family workers" and completely landless peasants), the establishment of the pre-Revolutionary work of the retired old workers, per person per month by 6 yuan; and then one to five categories of the above personnel in remote areas of hardship, per person per month, respectively, increased by 2 yuan, 3 yuan, 4 yuan, 8 yuan and 12 yuan.

3. The monthly basic pension of the retired military transfer cadres of enterprises, which is lower than 2,463 yuan after this adjustment, will be adjusted to 2,463 yuan.
Enterprise retirees who reached the legal retirement age and went through retirement procedures in 2016 (excluding "five-seven workers and family workers") will have their basic pensions re-approved according to the nationally announced basic pension insurance personal account interest rate for urban workers in 2016 (8.31%), and then adjusted in accordance with the requirements of this notice. Requirements for adjustment.
Four, the funds listed channels
Enterprise retirees and basic pensions have been issued by the social insurance agency of the institutions retirees, the adjustment of basic pension funds from the pension insurance fund to pay. If the basic pensions of institutional retirees are still issued by the original channels, the funds will be temporarily charged in accordance with the original channels, and the settlement will be made after the completion of the insurance registration and the launching and implementation of the new system. For the central units in Gan that have not yet been included in the insurance, we should strengthen the work guidance, timely supervision of the relevant units to implement the funds to ensure that the unit retirees can receive an increase in the basic pension on time.
Five, do a good job of issuing the implementation of the work
The adjustment of the basic pension work involves a wide range of time is urgent, the task is arduous, all levels of human resources and social services departments, financial departments and relevant units should attach great importance to the careful organization, careful deployment, and good implementation. Enterprise retirees to adjust the basic pension by the social insurance agencies at all levels are responsible for the approval, distribution, institutional retirees to adjust the basic pension, by the social insurance agencies at all levels, after examination and approval, according to the implementation of the pension payment channels issued to ensure that the adjustment of the increase in the basic pension before the end of August in place. Social insurance agencies at all levels should seize the opportunity to establish the basic information data of retirees in the region, the increase or decrease of changes in retirees in a timely manner to supplement the adjustment, to ensure that the information is complete and accurate.
Sixth, strengthen the publicity and guidance work
Human society and finance departments at all levels should work together with the relevant units to formulate specific work implementation programs, proactively do a good job in publicity, education and public opinion guidance, accurate publicity policy, pay close attention to public opinion, timely guidance of public opinion to respond to social concerns; to combine the actual and meticulous identification of risk points, the development of departmental linkage plan, and timely and good prevention and resolution of contradictions The work of adjusting basic pensions should be carried out smoothly; the progress of the work should be kept in view, problems should be found and solved in time, and important situations should be reported to the Provincial Department of Human Resources and Social Security and the Provincial Department of Finance in a timely manner.
Seven, the establishment of scheduling and reporting system

(3) Each city and state social insurance agency will report the "Statistical Table of Adjustment of the Basic Pension of Enterprise Retirees and the Treatment of "Five-Seven Workers and Family Workers" in 2017" (Attachment 6), the "Statistical Table of Adjustment of the Basic Pension of Retirees of Organs and Public Institutions in 2017" (Attachment 7), and the summarization of the work to the provincial social security bureau before August 30, 2017, and then to the provincial social security bureau.
