The "Measures" clarify that the administrative department of social insurance shall establish credit files of insured units, insured persons and social insurance service institutions, and strengthen coordination and cooperation with departments of development and reform, public security, civil affairs, finance, health, taxation and market supervision. , and will handle social insurance business, defrauding social insurance benefits or social insurance fund expenditures, not implementing social insurance fund preferential interest rate policies and other serious acts of dishonesty into the social credit system.

Social insurance agencies shall inspect the payment of social insurance premiums, and if it is found that the insured units and personnel fail to pay social insurance premiums in full and on time or are in arrears, they shall recover them according to law. State functionaries who embezzle and misappropriate social insurance funds in the management of social insurance and collude with others to defraud social insurance benefits and expenses shall be transferred to discipline inspection and supervision organs or public security organs for investigation and punishment according to the jurisdiction of the case.
