Where can I open the social security relationship identification?

The social insurance relationship certificate is only issued by the social insurance agency (i.e. Social Insurance Bureau) to which Ministry of Human Resources and Social Security belongs. If you want to open a spouse, you should go to the social security bureau where the spouse pays social insurance.
