Article 1 In order to improve the medical insurance system for employees and promote the healthy development of medical insurance for employees, these Detailed Rules are formulated in accordance with the Social Insurance Law of People's Republic of China (PRC), the Decision of the State Council on Establishing the Basic Medical Insurance System for Urban Employees (Guo Fa [1998] No.44) and other laws and regulations, combined with the actual situation of our city.
Article 2 These Provisions shall apply to the registration, fund raising, treatment payment, service, supervision and management of medical insurance for employees within the administrative area of our city.
Article 3 Establish a multi-level and sustainable medical security system based on basic medical insurance for employees and combining various supplementary medical insurance and social medical assistance.
Article 4 The establishment of medical insurance system for employees shall adhere to the principle of fixed expenditure based on income, and the level of medical insurance for employees shall be compatible with the level of economic and social development.
Article 5 The municipal, district (county) people's governments shall incorporate employee medical insurance into the national economic and social development plan, increase investment in employee medical insurance, coordinate the reform of medical care, medicine and medical insurance system, and gradually improve the medical security level of the insured.
Article 6 The medical insurance for employees within the administrative area of our city shall be managed as a whole at the municipal level.
Article 7 The administrative department of human resources and social security shall be responsible for the management of medical insurance for employees. The medical insurance agency is responsible for the collection, payment and audit management of the employee medical insurance fund.
The personnel expenses, basic operating expenses and management expenses of medical insurance agencies shall be guaranteed by the finance at the same level in accordance with state regulations.
Eighth development and reform, finance, health planning commission, price, food and drug supervision, civil affairs, public security, auditing, taxation, trade unions, disabled persons' federations, charitable organizations and other related units. According to their respective responsibilities, coordinate the work related to employee medical insurance.
Article 9
The basic medical insurance premium for employees shall be paid jointly by the employer and the employees.
(1) The employing unit takes the total wages of its employees as the payment base and pays at the rate of 6%;
(two) individual employees to pay their own wages as the base, by the unit according to the proportion of 2% withholding;
