Institutional responsibility:
(a) the implementation of national and provincial laws, regulations, rules and policies related to human resources and social security, formulate relevant local regulations, government regulations and draft normative documents of the municipal government, formulate relevant policies, plans and organize their implementation.
(two) responsible for the development of human resources market planning and human resources service industry, human resources flow policy and organize their implementation, establish a unified and standardized human resources market in the city, and promote the rational flow and effective allocation of human resources.
(III) Responsible for promoting employment and entrepreneurship, formulating plans and policies for coordinating urban and rural employment and entrepreneurship development and organizing their implementation, improving the public employment and entrepreneurship service system, coordinating the establishment of vocational skills training system for urban and rural workers, taking charge of technical education, formulating policies to promote employment through entrepreneurship, formulating employment assistance system, and taking the lead in formulating employment policies for college graduates.
(four) responsible for promoting the establishment of a multi-level social security system covering urban and rural areas. Formulate social insurance and supplementary insurance policies for old-age pension, unemployment and work-related injuries in the city and organize their implementation. Organize the formulation and implementation of the management and supervision system of social insurance and other supplementary insurance funds such as pension, unemployment and work injury, prepare the budget and final accounts of social insurance funds, implement the national insurance plan in conjunction with relevant departments, and coordinate the establishment of a unified social insurance public service platform in the city.
(five) responsible for employment, unemployment and related social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, and maintain the stability of employment situation.
(six) responsible for the overall formulation of labor relations policies. Improve the consultation and coordination mechanism of labor relations, formulate the system of working hours and rest and vacation for employees, and implement the national policy of eliminating illegal use of child labor and the special labor protection policy for female employees and underage workers. Formulate a mediation and arbitration system for labor and personnel disputes and organize its implementation, formulate a petition stability system in the field of human resources and social security in the city, organize the implementation of labor security supervision, coordinate the work of safeguarding workers' rights, and investigate and deal with major cases according to law.
(seven) to be responsible for the comprehensive management of talents in policy departments, and to undertake the formulation of policies and regulations on talents at the policy level, the construction of talent service departments, and the cultivation and development of talent resources market. Take the lead in deepening the reform of the professional title system, formulate policies on the management and continuing education of professional and technical personnel, and be responsible for the selection, training and management services of high-level professional and technical personnel. Organize and formulate the system of training, evaluation, use and incentive of skilled personnel. Implement the vocational qualification system.
(eight) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions, and to be responsible for standardizing the post setting, open recruitment and employment contracts of public institutions. According to the management authority, formulate management policies for staff of public institutions and national civil servants, and promote their implementation.

(ten) in conjunction with the relevant departments to formulate policies for the distribution of wages and income of personnel in public institutions, and establish the wage decision, normal growth and payment guarantee mechanism for personnel in enterprises and institutions. To formulate policies for the welfare and retirement of personnel in enterprises and institutions and organize their implementation.
(eleven) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers, promote the implementation of relevant policies, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.
(twelve) responsible for foreign exchanges and cooperation in the field of human resources and social security.
(thirteen) responsible for the work of production safety in this industry.
