Article 19

Social security cards that are no longer in use due to damage, loss, expiration or other reasons shall be placed on an invalid list. The invalid list shall be managed hierarchically, with the Ministry of Human Resources and Social Security, provincial and prefectural and municipal human resources and social security departments managing the invalid list of social security cards nationwide, provincewide and citywide, respectively, and providing query services.
