Shenzhen's household population currently consists of 59,400 disabled people, including 2,800 severely disabled people and 810 low-income disabled people. Because of the difficulty of employment for the disabled, their participation in social insurance is much lower than that of able-bodied workers and is on a downward trend.

The introduction of the new measures has eased the pressure on the disabled to participate in social insurance to a certain extent. The measures stipulate that disabled people who are 18 years old, have Shenzhen household registration, meet the national disability standards, and are not working in institutions, enterprises or public institutions can apply for social insurance premium subsidies to the community workstations where their household registration is located. The subsidies are divided into four different types, namely, self-employed disabled persons, low-income disabled persons, first-degree disabled persons and unemployed disabled persons, with a maximum monthly subsidy of 316 yuan per person.

According to statistics, unemployed people with disabilities account for the largest proportion of the four types, with about 20,000 people, and this category of people can apply for a health insurance subsidy of 50 yuan per person per month from the district disability federation of the district where they are domiciled. After the new scheme is officially implemented, the amount of social security subsidies spent in Shenzhen is expected to be around 20 million yuan a year.

Low-income people with disabilities can "defer payment and retirement"

The Trial Measures stipulate that low-income people with disabilities who have more than 15 years of experience from the date of acquiring a household in Shenzhen to the statutory retirement age, but whose actual years of contributions in Shenzhen are less than 15 years, will be given a one-time lump-sum payment by the District Disabled Persons' Federation of the less-than-permanent years of pension insurance premiums and will then be given a retirement allowance. The District Disabled Persons' Federation will make a one-off contribution to the pension insurance premiums for the disabled for the short period of time, and then they will go through the retirement procedures and enjoy social insurance benefits. In addition, for the low-income disabled persons with disabilities who have less than 15 years from the date of acquiring a household in Shenzhen to the legal retirement age and whose actual contribution period in Shenzhen is less than 15 years, the District Disabled Persons' Federation will pay the social insurance premiums for them on a monthly basis by means of "deferred contribution and deferred retirement", until they have accumulated 15 years of contribution period, then they will go through the retirement procedures and enjoy the social insurance benefits. treatment.

It is reported that this social security subsidy for the disabled in Shenzhen is paid in the form of "first payment, then compensation", and eligible persons with disabilities must pay the relevant social security fees first. "If the subsidy is made up first and then allocated, it is feared that the disabled will divert the relevant money for other purposes." Huang Xiaofeng, a researcher at the Shenzhen Labor Bureau's policy and regulations department, said.

Social insurance subsidies and retroactive social insurance premiums for people with disabilities are managed locally, with the funds paid by the Employment Security Fund for People with Disabilities in the district where the person with disabilities lives, and the Shenzhen Disabled Persons' Federation applying for special subsidy funds from the Municipal Bureau of Finance in a unified manner, while social insurance subsidies paid by the municipal civil affairs department and social insurance premiums borne by the Shenzhen Welfare Lottery Fund are paid for by Shenzhen's Welfare Lottery Fund.

Article 2: These measures shall apply to the application, approval, issuance and management of special hardship relief subsidies for persons with disabilities in Shenzhen.

The special hardship relief subsidies for the disabled referred to in these measures include regular subsidies for persons with severe disabilities, subsidies for medical rehabilitation fees for persons with disabilities who are included in the urban and rural minimum living standard guarantee line for households with special needs, subsidies for temporary difficulties such as accidents, hospitalization and other sudden and serious illnesses, as well as subsidies for miscellaneous fees for students with disabilities enrolled in institutions of higher learning.

Article 3: Persons with severe disabilities who have permanent residence in the city and hold a disability card may apply for a regular hardship allowance, once a year, at a rate of 200 yuan per person per month.

Article 4: Persons with disabilities who are entitled to the Minimum Subsistence Guarantee for Urban and Rural Residents, and who hold a disability card, may apply for a medical rehabilitation fee subsidy, which shall be applied for every six months, at a rate of 100 yuan per person per month.

Article 5: Persons with disabilities who are permanent residents of the city and hold a disability card may apply for a one-time temporary hardship subsidy at any time during the year in the event of any of the following temporary hardship cases:

(1) If their children are enrolled in a primary or secondary school or a special education school, and they are unable to pay the tuition and miscellaneous fees;

(2) If they cannot pay the costs of installing prosthetic limbs or orthopaedic appliances, or carrying out surgery for the physically handicapped;

(3) If they are unable to pay the costs of installing artificial limbs or orthopaedic appliances or performing surgeries for the physically handicapped; and

(iii) temporary housing difficulties;

(iv) sudden hospitalization for serious illnesses or hospitalization for treatment of rare diseases, long-term hospitalization for treatment of severely mentally handicapped persons, etc., where the family is in financial difficulties;

(v) major accidents such as fires, floods, traffic accidents, house collapses, etc., which have caused the family to be in financial difficulties.

The standard of temporary hardship allowance for items (a) to (c) of the preceding paragraph is 1,000 yuan, and individual cases of special hardship can be subsidized up to 3,000 yuan; the standard of temporary hardship allowance for item (d) is 2,000 yuan, and individual cases of special hardship can be subsidized up to 3,000 yuan; and the standard of temporary hardship allowance for item (e) is 3,000 yuan.

Article 6: Students with disabilities who are admitted to institutions of higher education through higher education examinations or adult higher education examinations, and who have difficulties in paying tuition and miscellaneous fees, may apply for tuition and miscellaneous fee subsidies during their school years, with a standard of 3,000 yuan per academic year for junior colleges, 4,000 yuan for undergraduates, and 5,000 yuan for postgraduates.

Article 7 meets the conditions of Article 3 to Article 6 of these Measures, the disabled, by themselves or their relatives with their permanent residence in the city household register and disabled person's card, to the household registration of the local street office or town people's government to apply in writing, fill in the disabled person's application form for special hardship relief subsidies, and produce the relevant supporting materials.

Article 8 of the street office or the town people's government shall, within seven working days of the applicant to provide the application and supporting materials for examination and approval, and sign the audit opinion reported to the district civil affairs department. District civil affairs department shall make a decision on whether to approve the application within five working days.

The decision to approve, shall determine the standard of subsidy, and make a written decision in four copies, sent to the municipal disability federation, the district finance department, the applicant's street office or town people's government and the applicant.

Decision not to approve, shall notify the applicant in writing and explain the reasons.

The district civil affairs department's approval of applications for special hardship relief grants for the disabled may be delegated to the district federation of the disabled, but shall be responsible for supervising the delegated approval and shall be legally liable for the consequences of such approval.
