Main responsibilities of Chifeng Human Resources and Social Security Bureau

Rule number one According to the "Chifeng institutional reform plan" approved by the Party Committee and government of the autonomous region and the "Chifeng institutional reform implementation plan" issued by the municipal party committee and municipal government, these Provisions are formulated.

Rule number two Chifeng Human Resources and Social Security Bureau is the working department of Chifeng Municipal People's Government, at the level.

Rule three. Chifeng City Human Resources and Social Security Bureau implements the principles, policies and decision-making arrangements of the CPC Central Committee on human resources and social security work, and adheres to and strengthens the centralized and unified leadership of the Party on human resources and social security work in the process of performing its duties. The main responsibilities are:

(a) responsible for the development of human resources and social security planning, policies and measures, and organize their implementation.

(two) to formulate the city's human resources development plans and policies, and organize the formulation of personnel training, introduction, use, evaluation and incentive policies. Formulate and organize the implementation of human resources market development planning, human resources service industry development and human resources flow policies to promote the rational flow and effective allocation of human resources.

(three) to formulate plans and policies for the overall development of urban and rural employment, and improve the public employment and entrepreneurship service system. Organize the implementation of the employment assistance system and vocational qualification system, and make overall plans to establish a vocational training system for urban and rural workers. Take the lead in implementing the employment policy for college graduates.

(4) Promoting the construction of a multi-level social security system covering urban and rural areas as a whole. Implement social insurance and other supplementary insurance policies such as pension, unemployment and work injury, guide the implementation of relevant standards, and prepare the draft budget and final accounts of the city's social insurance fund. Organize the implementation of the national insurance plan and establish a unified social insurance public service platform in accordance with national requirements.

(five) to be responsible for the prediction and information guidance of employment, unemployment and related social insurance funds in the city, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of payments of related social insurance funds.

(six) the overall implementation of labor and personnel dispute mediation and arbitration system and labor relations policy, improve the labor relations consultation and coordination mechanism. Implement the system of working hours, rest and vacation for employees and special labor protection policies, and put an end to the illegal use of child workers, female workers and underage workers. Organize and implement labor security supervision, coordinate workers' rights protection work, and investigate and deal with cases of violation of law and discipline according to law.

(7) Take the lead in deepening the reform of the professional title system, formulate and implement policies for the management of professional and technical personnel, continuing education and postdoctoral management, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies for attracting overseas experts and overseas students to come to Hong Kong. Responsible for some foreigners' work permits in China according to the prescribed authority. Formulate policies for the training, evaluation, use and encouragement of skilled personnel and organize their implementation. Formulate relevant policies to implement the vocational qualification system and establish a diversified vocational skill evaluation mechanism.

(eight) in accordance with the management authority, it is responsible for regulating the personnel management of public institutions in the city, such as post setting, open recruitment and employment contracts, and organizing the implementation of civil service management policies in public institutions. In conjunction with relevant departments, we will promote the reform of the personnel system of public institutions in the city.

(nine) to organize the formulation of the city's commendation and reward system, and comprehensively manage the city's commendation and reward work. To undertake the appraisal and commendation work in the whole city, and undertake the municipal commendation and reward activities in the name of the municipal party committee and municipal government according to the authorization.

(ten) to formulate and organize the implementation of the wage income distribution policy of public institutions, and establish and improve the wage decision, normal growth and payment guarantee mechanism of enterprises and institutions. Formulate and implement welfare and retirement policies of enterprises and institutions. Comprehensive management of the city's public institutions staff wages and benefits and retirement.

(eleven) to organize the formulation of comprehensive policies and plans for the work of farmers and herdsmen, promote the implementation of relevant policies for farmers and herdsmen, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of farmers and herdsmen.

(twelve) to complete other tasks assigned by the municipal government.
