Calculation method of disability insurance payment
Disability insurance calculation method is as follows: disability insurance annual payment = (the number of employees in the employing unit on duty in the previous year × the proportion of people's governments of the provinces, autonomous regions and municipalities directly under the Central Government of the arrangement of employment for people with disabilities - the number of people with disabilities actually arranged by the employing unit for the employment of people with disabilities in the previous year) × the average annual salary of employees in the employing unit on duty in the previous year.
The difference in the number of persons employed by the employer in arranging for the employment of persons with disabilities who have not reached the prescribed ratio is based on the results of the formula, and may not be a whole number. Disability insurance fund is the short form of the employment security fund for the disabled, is to protect the rights and interests of the disabled, by the failure to arrange the employment of the disabled in accordance with the provisions of the authorities, organizations, enterprises, institutions and private non-enterprise units to pay the funds.
Management of the use of the Disability Security Fund:
The Disability Employment Security Fund is included in the overall arrangement of the local general public ****budget, and is mainly used to support the employment of persons with disabilities and safeguard the livelihood of persons with disabilities, and the direction of support includes:
(1) Expenditures on vocational training, vocational education and vocational rehabilitation for persons with disabilities.
(ii) Expenditures on employment services for persons with disabilities provided by employment service agencies for persons with disabilities and the organization of vocational skills competitions for employees (including exhibition activities). Subsidizing the costs of purchasing, renovating and supporting services for the facilities and social security required by employers to arrange employment for the disabled, and subsidizing the construction and running costs of supported employment agencies.
(3) The lease of business premises, start-up capital, subsidies for the purchase of facilities and equipment, and subsidized interest rates for small loans for the disabled engaged in self-employment, independent entrepreneurship, and flexible employment, as well as subsidies for social insurance contributions for the disabled engaged in various forms of employment, and subsidies for positions in employing units. Supporting rural disabled persons to engage in planting, breeding, handicrafts and other forms of productive labor.
(4) Rewarding employers who have arranged for the employment of persons with disabilities in excess of the proportion of their workforce, as well as units or individuals who have made notable achievements in arranging for the employment of persons with disabilities.
(v) Relief subsidies for persons with disabilities who are employed in public welfare posts, supported employment, or flexible employment, whose incomes do not reach the local minimum wage standard, and who have genuine difficulties in living.
(vi) Other expenditures approved by the local people's governments and their financial departments for promoting the employment of persons with disabilities and safeguarding the livelihood of persons with disabilities in difficulty and persons with severe disabilities.
