(4) The newly registered enterprise that actually paid the total amount of tax to the tax department of this Municipality does not meet the requirements in Item (1). In that year, the newly started industrial and information investment projects in this Municipality were more than 50 million yuan or the newly opened industrial and commercial investment projects were more than 300 million yuan, and the investment contract was signed and the project procedures were completed, and the capital verification certificate was obtained from the industrial and information department or the commercial department of this Municipality.
