In order to do a good job in the declaration and verification of the city's social insurance premium payment base in 2023, the relevant matters are hereby notified as follows:

First, the method of determining the payment base

(a) in 2023, the insured units of the basic old-age insurance for enterprise employees shall, in principle, declare the payment base according to the average monthly salary of employees in the previous year before 1. The composition of total wages is implemented according to the project of the National Bureau of Statistics on the composition of total wages, including bonuses, various allowances, subsidies and other wage-related projects. The total wages of employees in government agencies and institutions include year-end one-time bonuses, performance pay and other items issued in 2022. The starting salary of the new employees in the enterprise is the base. If the monthly wage income of the insured employees in the previous year is less than 12 months, the monthly average wage shall be calculated according to the monthly wage income as the payment base. Newly hired personnel in government agencies and institutions and personnel transferred from enterprises to government agencies and institutions shall, in principle, refer to the practice of enterprise endowment insurance, take the salary income of the starting month as the payment base, and the average salary income of the previous month from next year as the payment base.

(II) According to the spirit of this notice, before the announcement of the average salary of all-caliber urban workers in the province in 2022, the upper and lower limits of the monthly payment base of social insurance premiums for enterprise employees participating in the basic old-age insurance in 2023 will be temporarily implemented at 2 1888 yuan and 4,378 yuan. In 2022, after the average wage of employed persons in all-caliber urban units in the province was announced, the monthly payment base exceeded 300% and less than 60%.

Third, the job requirements

(a) the declaration list of the social insurance premium payment wages of the insured employees shall be printed by the unit itself and filled in according to the regulations. After publicity without objection, the relevant materials signed and approved by the insured personnel shall be retained by the unit for future reference.

(2) The insured units shall truthfully declare according to the requirements, ensure that the declared payment base is accurate, true and effective, and complete the online declaration before 2023 1.
