According to the "Procedures for the Transfer and Continuation of Basic Pension Insurance Relationships of Urban Enterprise Employees (for Trial Implementation)" issued by the Ministry of Human Resources and Social Security on Dec. 30, 2009, the "Contact Letter for the Transfer and Continuation of Basic Pension Insurance Relationships" should be the one to be used in the transfer of inter-provincial relations, instead of (and there is no) form for the "Letter of Acceptance".

The Letter of Acceptance may be a local business form used in Qiqihar City before the introduction of the national unified pension insurance relationship transfer and continuity method, and after the introduction of the unified continuity method, the national unified business form should be used.

According to the new unified transfer method, you only need to submit the Payment Voucher and fill in the Application Form for Transfer of Basic Pension Insurance Relationships to the social security institution in the transferring place (Qiqihar), and the other procedures should be handled by the social security institution in the transferring place and the social security institution in the transferring place in accordance with the specified time limit, so that you are not obliged to provide the Letter of Contact to the Dalian Municipality. Qiqihar City, within 15 working days after receiving the transfer of the relationship "information form" and the transfer of funds to complete the transfer procedures and notify the employer or insured person.

So, after you have provided Qiqihar City with the Certificate of Payment and Application Form, all you have to do is to wait and at most remind the Qiqihar City staff of the processing time limit to be observed.
