In order to further improve the social insurance subsidies for flexible employees in Qingcheng County, according to the relevant provisions of the Measures for the Administration of Employment Subsidies in Gansu Province (Gan Cai She Fa [2065438+08] No.67), the relevant matters concerning the declaration of social insurance subsidies for flexible employees in Qingcheng County in 2022 are hereby announced as follows:

First, the declaration time

From September 23, 2022 to June 365438+February 3, 20221(every day from 8:30 am to 12: 00 am, and from 14:30 pm to 18:00 pm, except holidays), overdue applications will not be accepted.

Second, the subsidy object

Persons with employment difficulties who are insured in Qingcheng County after flexible employment and have paid the endowment insurance premium in 2022 as flexible employees.

Persons with employment difficulties refer to unemployed persons who have registered for unemployment within the legal working age, have the ability to work and desire to find employment, hold the Employment Entrepreneurship Certificate or the Employment Unemployment Registration Certificate, and have one of the following circumstances:

1. Older unemployed people in cities and towns (urban women over 40 years old, men over 50 years old, including laid-off and unemployed people from former state-owned and collective enterprises (central and provincial enterprises));

2. Unemployed persons among urban zero-employment family members (urban families without employment, business or investment income);

3 unemployed people who have been unemployed for more than half a year (urban residents who have been unemployed for more than half a year and have no social endowment insurance payment records);

4. Unemployed persons enjoying the minimum living guarantee (holding the minimum living guarantee certificate issued by the civil affairs department);

5. Disabled unemployed persons (urban residents holding the People's Republic of China (PRC) Disabled Persons' Card);

6. Persons with employment difficulties who have settled in cities and towns due to the loss of land (unemployed persons who have lost their land due to state land acquisition).

Third, the subsidy policy

1. The social insurance subsidy for flexible employees shall be paid first, and the subsidy standard shall be 2/3 of the actual payment amount within 100% of the payment base (the part exceeding 100% will not be subsidized). The subsidy period is based on the age when the social insurance subsidy is first approved. Except for those who are less than 5 years away from the statutory retirement age, they can be extended to retirement, and the rest of the staff can not exceed 3 years at the longest.

2. Personnel in any of the following circumstances shall not be subsidized:

(1) Failing to register for employment and unemployment as required;

(2) Failing to identify the persons with employment difficulties according to the procedures (the identification procedures are: six categories of persons apply to the administrative villages and communities where their household registration is located, and report to the township where they are located for review and publicity, and report to the county employment bureau for approval after the publicity expires without objection);

(3) Persons with employment difficulties who register their business licenses, receive unemployment insurance benefits, are employed by the employing unit or are executed due to dishonesty during the flexible employment period cannot enjoy subsidies.

Four. Application procedure

Qingcheng county flexible employment personnel social insurance subsidy declaration in accordance with the jurisdiction of the community registration, county people's Social Security Bureau audit procedures. If there is no community jurisdiction or the household registration is not local, the county people's social security bureau will designate a township or community to directly accept it. Specific application procedures:

(1) Application for registration. The applicant applies for registration in the community under its jurisdiction and submits the following materials:

1. Approval Form for Social Insurance Subsidies for Flexible Employees in Qingcheng County in 2022;

2. The applicant's identity card;

3. A copy of the Employment and Entrepreneurship Registration Certificate or the Employment and Unemployment Registration Certificate;

4. A copy of the application form for the identification of persons with employment difficulties

6. A copy of the agreement on the termination of labor relations (provided by laid-off workers from former state-owned enterprises and collective enterprises);

7. Copy of low guarantee;

8. A copy of the original disability certificate;

9. Commitment letter of urban zero-employment family members;

10. A copy of the applicant's social security card;

(2) Application: After the submitted materials are reviewed by the County People's Social Security Bureau and rechecked by the County Finance Bureau, the People's Social Security Bureau and the Finance Bureau will directly transfer the subsidy funds into the corporate account or the bank account provided by me.
