The e-social security card is an effective electronic voucher for the online application of social security card, which is one-to-one and uniquely mapped with the physical social security card, and is uniformly issued by the national social security card platform and uniformly managed by the Ministry of Human Resources and Social Security. Like the physical social security card, the e-social security card is nationally unified and common throughout the country, and has the functions of identity voucher, information record, self-service query, medical insurance settlement, payment and entitlement collection, and financial payment.

Legal basis: According to Article 58 of the Social Insurance Law of the People's Republic of China, employers should apply for social insurance registration with the social insurance agency for their employees within 30 days from the date of employment. If it fails to register for social insurance, the social insurance agency shall authorize the social insurance premiums to be paid. Individual entrepreneurs without employees who voluntarily participate in social insurance, part-time workers who do not participate in social insurance with their employers, and other flexibly employed persons shall apply for social insurance registration with the social insurance administration organization. The State establishes a nationally unified individual social security number. Individual social security numbers are citizens' identity numbers.
