How to go through the transfer formalities?

Legal analysis: (1) transfer to a designated hospital outside the city for hospitalization.

Due to serious illness, patients who need to be transferred to designated hospitals outside the city because of the inability of local medical technology to treat them must go to the referral window of the medical insurance area of the citizens' home for online referral with the transfer procedures issued by local secondary and above medical institutions (county people's hospital, county traditional Chinese medicine hospital, psychiatric specialist hospital, gynecology and pediatrics of county maternal and child health hospital) and the patient's social security card. After the registration is successful, the patient can read the referral information in the designated hospital outside the city, and the reimbursement can be settled in real time when leaving the hospital.

If an emergency patient is transferred to a designated hospital for hospitalization due to critical illness, he/she shall go through the transfer formalities at the referral window of the medical insurance area of the citizens' home with the diagnosis certificate and the patient's social security card within 3 working days after admission, and register online on the medical platform in different places, and be reimbursed in real time at the designated hospital when he/she is discharged.

(two) long-term residents in different places.

Long-term residents in different places can go through the registration procedures for long-term residence in different places. Applicants can hold their social security card to fill in the "Xishui County Long-term Medical Registration Form" at the referral window of the Citizen's Home Medical Insurance Area, and insert the card for online registration. If you are hospitalized in a designated hospital in a different place after filing, you can settle the reimbursement directly in the designated hospital where the social security card has been filed.

(3) Being hospitalized in a non-designated hospital outside the city.

If you are hospitalized in a non-designated hospital outside the city, you need to pay all the hospitalization expenses in advance by the patient. After the treatment, I will submit my ID card, social security card, hospitalization invoice, discharge record and general list of expenses to the referral window of the medical insurance area of the citizens' home for reimbursement according to the policy.

Legal basis: Article 12 19 of the Civil Code of People's Republic of China (PRC). Medical personnel should explain the condition and medical measures to patients in medical activities. If surgery, special examination and special treatment are needed, the medical staff shall explain the medical risks and alternative medical schemes to the patients in a timely manner, and obtain their clear consent; If it is impossible or inappropriate to explain it to the patient, it shall explain it to the patient's close relatives and obtain their clear consent.

Medical institutions shall be liable for compensation if medical personnel fail to fulfill the obligations stipulated in the preceding paragraph and cause damage to patients.
