Non-local residents are not allowed to buy houses in restricted areas by paying social insurance. Housing management, human society and other departments should earnestly perform their duties, strengthen departmental cooperation, strengthen the qualification examination of housing purchase, and ensure that housing purchase restrictions are implemented.

Fourth, support reasonable housing demand.

For major investment projects and high-end talents introduced by organs, enterprises and institutions, after being recognized by the local district government (Administrative Committee), the purchase of houses may not be subject to the time limit of household registration and social security payment, but the purchased commercial houses shall not be listed and transferred within 5 years from the date of contract filing, and the second-hand houses shall be loaded into the real estate register.
