Article 2 The term "household registration migration" as mentioned in these Provisions refers to the migration of household registration from other regions to Shenzhen by non-Shenzhen household registration personnel.

Article 3 The municipal government shall, according to the economic and social development of the whole city, carry out macro-control on household registration.

Article 4 The principle of household registration is total control, classified management and stock replacement, and the management mode of combining annual plan, access conditions and household approval is implemented.

Article 5 The household registration plan shall be formulated on an annual basis in accordance with the population management policy and industrial policy, focusing on meeting the needs of various talents for the economic and social development of this Municipality. The total number of households in the city should be controlled within the annual immigration plan.

Article 6 Household registration migration can be divided into four categories: talent introduction migration, tax payment migration, policy migration and social security migration of residence.

The term "talent settlement" as mentioned in these Provisions refers to the introduction of talents from outside Shenzhen or the non-registered population in this Municipality according to the conditions of age, education and technical skill level, and the household registration shall be handled according to the regulations.

The term "tax relocation" as mentioned in these Provisions refers to the legal representatives of enterprises, natural person shareholders, partnership investors (partners), sole proprietors, individual industrial and commercial owners and individuals who pay certain taxes in Shenzhen and meet the household requirements.

The term "policy relocation" as mentioned in these Provisions refers to the personnel who meet specific policies, and go to households according to the relevant provisions of the state, Guangdong Province and Shenzhen City, including the husband and wife, the elderly, the minor children, the resettlement of demobilized cadres, the relocation of military families, the military leave, the resettlement of demobilized cadres and retired soldiers, enrollment, and the personnel of institutions stationed in Shenzhen.

The term "social security relocation of residence" as mentioned in these Provisions refers to those who have participated in social endowment insurance in Shenzhen, and have legally lived in real estate (or legally rented housing) in Shenzhen for a certain number of years, and have gone through household registration according to regulations.

Seventh municipal development and reform department is responsible for coordinating the work of household registration management, taking the lead in studying and proposing policies and measures for non-registered population, formulating the city's annual household registration plan and organizing its implementation, and supervising and inspecting the implementation of the plan.

The municipal human resources department is responsible for formulating measures for the implementation of talent introduction, and handling household audit work such as talent introduction and resettlement of demobilized cadres as planned.

According to the plan, the municipal civil affairs department is responsible for the household audit of military leave, demobilized cadres and retired soldiers.

The municipal economic and trade department is responsible for the household audit of the staff of foreign government agencies in Shenzhen as planned.

The municipal public security department is responsible for auditing tax payment, residential social security, couples' refuge, children's relocation, and elderly people's refuge as planned, and handling the transfer procedures of other types of personnel.

Article 8 A person who meets one of the following conditions may apply for talent introduction and placement upon approval:

(a) the high-level talents recognized by Shenzhen City, who meet the age requirements corresponding to the standards for the recognition of such talents.

(2) Overseas students who have studied abroad and obtained a bachelor's degree or above, or visiting scholars and postdoctoral fellows who have worked (studied) 1 year in foreign universities and scientific research institutions and achieved certain results. The person mentioned in this item should be under 45 years old.

(3) Persons with bachelor degree or above in general higher education and under 45 years of age; Persons with college degree or above in general higher education and under the age of 35.

(6) Persons who won prizes in the World Skills Competition and the National Class I and Class II Vocational Skills Competition, or those who won the titles of "China Skills Award", "National Skills Expert", "Guangdong Technical Expert" and "Shenzhen Technical Expert", or those who were commended by the Shenzhen Municipal Party Committee and Municipal Government. Personnel who meet the requirements of this article shall go through the relevant procedures after being audited by the human resources department of the city (district) according to the relevant provisions, and the specific implementation measures and procedures shall be formulated separately by the municipal human resources security department. City (District) human resources department shall, in accordance with the provisions, do a good job in academic qualifications, technical qualifications, professional qualifications and other verification or practical assessment.

Other talents who do not meet the requirements of this article and are in urgent need of Shenzhen's economic and social development may be approved by the human resources department within the planned quota after the special plan is issued by the municipal development and reform department.
