Rural second-degree disabled people need to pay social security

Local people's governments at all levels provide living, education, housing and other social assistance through a variety of channels to persons with disabilities who have genuine difficulties in their lives. Local people's governments at or above the county level shall take other measures to safeguard the basic livelihood of families of persons with disabilities who are still experiencing special difficulties in their lives after receiving the minimum subsistence guarantee. People's governments at all levels shall, in accordance with the regulations, provide assistance to poor persons with disabilities for basic medical care, rehabilitation services, and the configuration and replacement of necessary assistive devices. For persons with disabilities who are unable to take care of themselves, local people's governments at all levels shall provide care subsidies in accordance with the circumstances. People's governments at or above the county level shall, in the light of the actual situation, provide convenience and preferential treatment to persons with disabilities when they take public **** transportation. Persons with disabilities may carry with them the necessary assistive devices free of charge. Blind persons holding valid identification shall be given free rides on public **** transportation such as public **** buses, trams, subways and ferries within the city. Mail delivery of reading materials for the blind is free of charge. The State encourages and supports organizations providing telecommunications, radio and television services to give preferential treatment to blind persons, persons with hearing disabilities and persons with speech disabilities. People's governments at all levels shall gradually increase other care and support for the disabled. Relevant government departments and organizations of persons with disabilities shall establish and improve channels for all sectors of society to make donations to and provide services for persons with disabilities, and encourage and support the development of charitable work for persons with disabilities, as well as the development of volunteers to help persons with disabilities and other public welfare activities.

Legal basis

The Chinese people's **** and the State Law on the Protection of Persons with Disabilities, Article 47 disabled persons and their units shall participate in social insurance in accordance with the relevant provisions of the State. Urban and rural mass self-government organizations and families of persons with disabilities shall encourage and assist persons with disabilities to participate in social insurance. For persons with disabilities who have genuine difficulties in life, social insurance subsidies shall be granted in accordance with the relevant provisions of the State.
