I can't. To apply for electrician certificate in Harbin, you need to register with electrician certificate in official website. The Housing and Urban-Rural Development Bureau of Harbin has not handled the electrician certificate business, so it can't. Electrician's certificate is a certificate obtained by studying installation electrician and maintenance electrician. Electrician has four certificates: special operation certificate, electrician's network operation certificate (cancelled), professional qualification certificate and construction special operation qualification certificate.
