Measures of Hangzhou Municipality on Supervision and Administration of Quality and Safety Production of Highway and Waterway Engineering

Chapter I General Provisions Article 1 In order to strengthen the supervision and management of the quality and safety production of highway and waterway engineering, ensure the quality of highway and waterway engineering, prevent and reduce production safety accidents, and ensure the safety of people's lives and property, According to People's Republic of China (PRC) Highway Law, People's Republic of China (PRC) Safety Production Law, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, Road Transport Law of the People's Republic of China, Road Transport Law of the People's Republic of China, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, People's Republic of China (PRC) Road Transport Law, Road Transport Law of the People's Republic of China and other laws. The State Council's "Regulations on Quality Management of Construction Projects", "Regulations on Safety Production Management of Construction Projects" and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the supervision and management of the construction quality and safety production of highway and waterway engineering within the administrative area of this Municipality. Article 3 The term "highway and waterway engineering" as mentioned in these Measures refers to highway and waterway engineering supervised and managed by the traffic administrative department.

The term "highway engineering" as mentioned in these Measures refers to the new construction, reconstruction, expansion, maintenance and overhaul of highways.

The term "waterway engineering" as mentioned in these Measures refers to the new construction, reconstruction, expansion and overhaul of ports, waterways, navigation AIDS, navigation structure (structures), ship hydraulic structures and support systems and their ancillary and auxiliary facilities.

The term "business unit" as mentioned in these Measures refers to the units engaged in highway and waterway engineering construction, survey, design, construction, engineering supervision, design consultation, test detection, construction monitoring and other work, as well as the supply units of related equipment and materials. Fourth Hangzhou traffic administrative departments in charge of the city's highway and waterway engineering quality and safety production supervision and management. District and county (city) traffic administrative departments shall be responsible for the supervision and management of the quality and safety production of highway and waterway engineering within their respective jurisdictions in accordance with the prescribed authority.

Entrusted by the municipal traffic administrative department, the municipal traffic engineering quality and safety supervision institution is specifically responsible for the supervision and management of highway and waterway engineering quality and safety production. Article 5 The municipal administrative department of transportation shall establish and improve the information system of quality and safety supervision and management of highway and waterway engineering in the whole city, give full play to the role of the supervision platform of quality and safety production of highway and waterway engineering, and improve the supervision and management level of quality and safety production of highway and waterway engineering. Sixth business units shall, in accordance with the provisions of laws, regulations and these measures, consciously accept and cooperate with the supervision and inspection carried out by the traffic administrative departments at all levels and the municipal traffic engineering quality and safety supervision institutions according to law, and shall not obstruct or refuse. Chapter II Quality Management Article 7 The construction unit shall, in accordance with the capital construction procedures, contract out the highway and waterway engineering to units with corresponding qualification levels, such as survey, design, construction, project supervision, test and detection, construction monitoring, etc.

High-grade highway engineering, water transport engineering and other technically complex highway and water transport engineering, the construction unit shall entrust a design consulting unit with corresponding qualification grade for design consultation at the design stage. Article 8 Design units shall establish and improve the design quality assurance system, strengthen the quality control in the whole process of highway and waterway engineering design, compare multiple schemes according to the conditions of land use environment, engineering, hydrogeology and construction, and choose the best design scheme according to the principles of safety, reliability, economy and convenience for construction.

For bridges, tunnels, ports, highways and water transport projects with new structures, new materials, new processes, new technologies or new equipment, the design documents issued by the design unit shall put forward specific requirements for construction organization and construction monitoring content. Article 9 Design consulting units shall adhere to the principles of energy saving and emission reduction and reasonable cost control, put forward reasonable optimization opinions on the design documents of design units in accordance with the requirements of specifications, and check the design of highway and waterway projects with complex structures. Article 10 An engineering supervision unit shall, in accordance with the stipulations of the entrusted supervision contract, appoint supervisors with corresponding professional knowledge and management ability to conduct on-site supervision of highway and waterway engineering. When the supervisor selected by the project supervision unit is incompetent, the construction unit has the right to require the project supervision unit to replace the supervisor.

Engineering supervision units shall, according to the requirements of relevant technical standards, design documents and entrusted supervision contracts, formulate detailed rules for engineering supervision in combination with the characteristics of the project, and supervise the work quality of the construction units in the form of standing by, patrolling and parallel inspection. Article 11 For bridges, tunnels and ports with complicated structures determined by the municipal traffic administrative department, highway and waterway engineering with new structures, new materials, new processes, new technologies or new equipment, or highway and waterway engineering requiring construction monitoring in the design documents, the construction unit shall entrust a construction monitoring unit with corresponding qualification grade to carry out monitoring.

The construction monitoring unit shall, according to the characteristics of highway and waterway engineering, hydrogeological conditions and the requirements of design documents, formulate a construction monitoring plan and report it to the municipal traffic engineering quality and safety supervision institution for the record. When necessary, the construction unit shall organize experts to review the construction monitoring plan.

The construction monitoring unit shall implement the construction monitoring work according to the construction monitoring plan, participate in the analysis and treatment of the quality problems of highway and waterway engineering, and put forward scientific construction control measures in time to ensure the smooth implementation of highway and waterway engineering and realize the construction monitoring objectives.

The construction monitoring unit shall keep relevant construction monitoring data and send them to the construction unit in accordance with the construction monitoring contract. Twelfth construction units should establish and improve the construction quality assurance system, the implementation of standardized quality management.

The construction unit shall, according to the survey, design documents and environmental data, prepare targeted and operable construction organization design documents. Construction organization design documents shall be reviewed by the technical person in charge of the construction unit and approved by the person in charge of highway and waterway engineering project supervision.

Without the signature of the project supervision engineer, the construction unit shall not use or install building materials, building components and equipment in highway and waterway engineering projects, and shall not carry out the next process.
