According to Zhengzhou local treasure, Zhengzhou Economic and Technological Development Zone was established in 1993, and was approved as the first national economic development zone in Henan Province in 2000. Zhengzhou Economic and Technological Development Zone is located in Guancheng Hui Autonomous Region and is not subordinate to it. Economic management authority is sub-municipal, but there is no administrative power. In other words, its highest institution is the Administrative Committee, not the district government.
