Is it true that cities in Hubei Province will no longer recruit teachers separately?
Starting this year, new teachers in primary and secondary schools will be recruited by provincial departments. March 30, 2009 02:47 Beijing News
(Reporter Guo Shaofeng) Starting from this year, all newly recruited teachers in primary and secondary schools nationwide will be organized by the provincial education administrative departments to hold open recruitment examinations, and they will be employed according to the prescribed procedures, and they are not allowed to employ teachers by themselves in other ways.
The Ministry of Education recently issued a notice on further improving the supplementary work for primary and secondary school teachers. The Ministry of Education requires that all provincial education administrative departments should, in combination with the implementation of the national or local "special post plan", make overall consideration of the post requirements of teachers in their respective administrative areas, reasonably arrange the natural attrition of primary and secondary school teachers, organize the open recruitment examination for teachers in a unified way, and select the best teachers according to the prescribed procedures.
At present, the employment situation of college graduates is grim, and the employment pressure is increasing. At the same time, some rural schools, especially those in remote and poverty-stricken areas in the central and western regions, are still in short supply, and the problems of graduates unable to go down and qualified teachers unable to supplement are still outstanding. The Ministry of Education encourages and guides university graduates to teach in rural schools. On the one hand, it can further strengthen the teaching staff of primary and secondary schools, especially rural schools, on the other hand, it can effectively promote the employment of college graduates.
To this end, the Ministry of Education said that the scale of the "special post plan" will be expanded, and provinces with large teacher bases and many vacant posts will set up no less than 6.5438+0 million posts every year, and strive to achieve 200,000 special posts for school teachers in the national compulsory education stage.
The Ministry of Education said that it is determined to prevent unqualified personnel from entering the teaching staff, and it is strictly forbidden to "make up without making up" when there are qualified teachers, focusing on the supplementary work of rural primary and secondary school teachers. All localities will hold the teacher qualification certificate corresponding to the teaching post as a necessary condition for teacher recruitment and promotion, and it is strictly forbidden to employ people who do not have the teacher qualification as full-time teachers.
■ Voice Han Jingquan, Director of Henan Xin 'an Education Bureau: "Let the urban and rural teacher preparation standards be unified"
In response to the relevant policies of the Ministry of Education, Han Jingquan, director of the Education Bureau of Xin 'an County, Luoyang City, Henan Province, said yesterday that the key lies not in who to recruit, but in unifying the standards for the establishment of urban and rural teachers, and the establishment of urban and rural teachers can no longer be upside down. He said that there is a shortage of 500 teachers in Xin 'an County alone, but "if our leaders want to recruit teachers, they should be held accountable".
Han Jingquan said that many people want to be teachers in rural areas, whether they are locals or college students, but now the county-level education administrative departments can't decide on the establishment. "No matter who is recruited, what is needed now is that the standards for the preparation of teachers in rural areas and cities are the same." He believes that it is unreasonable to limit the establishment standards of rural teachers on the grounds that rural teaching points are scattered. "We must first meet the needs of teachers in rural schools, and then consider other issues."
It is understood that China's current primary and secondary school teacher establishment standard is 200 1, the teacher-to-teacher ratio of primary school students in cities, counties and rural areas is 19: 1, 2 1: 1 and 23: 1, and the teacher-to-teacher ratio of junior high school students is/kloc-respectively. This compilation standard is seriously contrary to the actual situation of vast rural land, sparsely populated, scattered students, inconvenient transportation, small school scale, low completion rate and a large number of small villages, especially the 6,543,800 scattered teaching points.
