Measures for the classified management of domestic waste in Liupanshui City

Article 1 In order to strengthen and standardize the classified management of domestic waste, improve the level of reduction, recycling and harmless treatment of domestic waste, and improve the living environment, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations on the Administration of City Appearance and Environmental Sanitation, and other laws and regulations, combined with the actual situation of this Municipality. Promote the construction of ecological civilized cities, improve the quality of civilized city creation, and consolidate the achievements of civilized city creation. Article 2 These Measures shall apply to the classified delivery, collection, transportation, disposal, supervision and management of domestic garbage and related activities within the administrative area of this Municipality.

The term "domestic waste" as mentioned in these Measures refers to the solid waste generated by units and individuals in their daily life or activities providing services for their daily life, as well as the solid waste regarded as domestic waste according to laws and regulations.

Where there are provisions in laws, regulations and rules on the management of recyclables, hazardous wastes, kitchen wastes and other wastes in domestic garbage, such provisions shall prevail. Article 3 The classified management of domestic waste follows the principles of "scientific management, green development, government promotion, participation of the whole people, continuous demonstration, institutional guarantee, long-term management, adapting measures to local conditions, and overall planning of urban and rural areas". Article 4 The people's governments at the city and county levels and the administrative committee of Liupanshui High-tech Zone shall co-ordinate the classified management of domestic waste in their respective jurisdictions, incorporate the classified management of domestic waste into the national economic and social development plan, incorporate the funds required for the classified management of domestic waste into the fiscal budget at the corresponding level, and establish, improve and implement the annual assessment system. Fifth city management comprehensive administrative law enforcement departments responsible for the city's domestic waste classification related policies and daily work coordination, guidance, inspection and assessment; Responsible for the management of the construction and operation of domestic waste facilities in the city; Responsible for the supervision and management of the collection, transportation and disposal of kitchen waste and other garbage.

The competent department of development and reform is responsible for incorporating domestic waste classification related projects into the medium-and long-term plans and annual plans, and striving for central and provincial projects and financial support.

The competent financial department shall perform the duties of ensuring financial funds at the corresponding level and cooperate with relevant departments to win financial support from the central and provincial levels.

The competent department of natural resources is responsible for the planning, management and land guarantee of the construction of domestic waste classification, collection, transportation and treatment facilities.

The competent department of commerce is responsible for supervising and guiding the construction of recycling system, strengthening the management of recycling enterprises, and promoting the classification and docking of recycling networks and domestic garbage; Guide supermarkets, professional markets and other commercial circulation enterprises to carry out domestic waste classification.

The competent department of ecological environment is responsible for supervising and guiding the collection, transportation and treatment of hazardous wastes, supervising the construction and operation of facilities, and regulating the collection, transportation, storage and treatment of hazardous wastes; Supervise the prevention and control of environmental pollution in the process of collection, transportation and treatment of domestic garbage; Carry out publicity and education on hazardous waste classification, and guide residents to put hazardous waste separately.

The competent department of housing and urban-rural construction is responsible for guiding and urging the realty service enterprises to carry out the classification of domestic waste, and will incorporate this work into the assessment contents of the realty service demonstration projects and realty service demonstration enterprises.

The competent education department is responsible for organizing, supervising and guiding schools, kindergartens and other educational institutions to carry out domestic waste classification, bringing domestic waste classification education into the education system, and establishing and implementing a campus domestic waste classification inspection and evaluation system.

The competent department of news media industry is responsible for guiding and urging news media units to do a good job in the propaganda work of domestic waste classification management.

Health authorities are responsible for guiding and urging hospitals, clinics and other medical institutions to carry out the classification of domestic waste.

The competent department of market supervision is responsible for guiding and urging catering service units and farmers' markets to do a good job in the collection and classification of kitchen waste.

The competent tax authorities are responsible for implementing the relevant preferential tax policies for enterprises that comprehensively utilize resources.

Departments in charge of transportation, water affairs, public security and traffic police, judicial administration, agriculture and rural areas, culture, radio, film and television tourism, sports, industry and informatization, government affairs, etc. shall, in accordance with their respective responsibilities and the provisions of these Measures, do a good job in the related work of classified management of domestic waste.

Township (town) people's governments and sub-district offices shall, in accordance with the principle of "territorial management", fulfill the main responsibility of organizing the implementation of domestic waste classification, and be fully responsible for the planning, publicity, personnel training, facility construction and organization of the implementation of domestic waste classification within their respective jurisdictions. Article 6 The people's governments at the city and county levels and the relevant competent departments shall make use of newspapers, radio, television, Weibo, WeChat and other media to carry out the publicity and popularization activities of domestic waste classification knowledge, and establish a publicity and education base for domestic waste classification management. Seventh to encourage environmental health, recycling of renewable resources, catering, tourism, property services and other industry associations to carry out domestic waste source reduction, classification training and evaluation, guide and urge its member units to participate in domestic waste classification activities.

Encourage units and individuals to participate in the public welfare activities of domestic waste classification through donations, voluntary labor and voluntary service. Article 8 The construction and management of facilities for classified collection, transportation and disposal of domestic garbage shall conform to the special plan, and strictly implement relevant laws, regulations and relevant technical standards. Article 9 Public places such as stations, airports, docks, theaters, museums, gymnasiums (fields), parks, tourist attractions (spots), shopping malls, hotels, restaurants, large supermarkets, bazaars, wholesale markets for agricultural products, commercial office buildings and new (rebuilt or expanded) construction projects shall be equipped with domestic garbage collection facilities according to regulations and standards.

Newly-built wholesale markets for agricultural products, bazaars and large supermarkets shall be equipped with on-site disposal facilities for vegetables, melons and fruits.

The places, construction projects and markets specified in the first and second paragraphs of this article have been completed, but they are not equipped with domestic garbage collection and treatment facilities or on-site disposal facilities, which shall be supplemented by the existing business management units.

Domestic waste collection and disposal facilities shall not be delivered without acceptance or unqualified acceptance.
