Article 1 In order to strengthen the protection of turquoise resources and promote the coordinated development of resource utilization and ecological environment protection, in accordance with the "Mineral Resources Law of the People's Republic of China" and "Environmental Protection of the People's Republic of China" "Law", "Hubei Province Mineral Resources Mining Management Regulations" and other relevant laws and regulations, and combined with the actual situation of this city, these regulations are formulated. Article 2 These regulations apply to the protection, utilization and supervision and management activities of turquoise resources within the administrative area of ??this city.

The term turquoise as mentioned in these Regulations refers to a cryptocrystalline mineral aggregate containing hydrated copper-aluminum phosphate. Article 3 The protection and utilization of turquoise resources shall follow the principles of protection priority, scientific planning, green development, and strict supervision. The township (town) people's governments and sub-district offices where turquoise resources are located should establish a daily inspection system, adopt comprehensive management measures, and do a good job in the protection and supervision of turquoise resources within their jurisdiction.

The village (resident) committee where the turquoise resources are located assists the local people's government and its relevant departments in protecting turquoise resources, and promptly discovers and reports relevant local conditions. The ecological environment department is responsible for the environmental supervision of turquoise resource mining, processing and other places, and investigates and punishes environmental violations in accordance with the law.

The forestry department is responsible for supervising the use of forest land for turquoise mining, supervising the performance of forest land restoration obligations by mining rights holders or persons responsible for illegal mining, urging forest land rights holders to fulfill their forest land care obligations, and investigating and punishing illegal occupation of forest land in accordance with the law.

The water conservancy and lakes authorities are responsible for the supervision of soil and water conservation in turquoise mines and closed-pit mining areas, and investigate and deal with illegal activities in accordance with the law.

The public security organs conduct on-site inspections and investigate and collect evidence on illegal activities of illegally digging and robbing turquoise in accordance with the law.

Relevant competent departments such as development and reform, economy and informatization, finance, agriculture and rural areas, and market supervision and management shall work together to protect, utilize and supervise turquoise resources in accordance with their respective responsibilities.

Article 6 Mining turquoise resources shall comply with the following provisions:

(4) Set up special storage areas to centrally collect, uniformly dispose and process solid waste such as slag and waste rock, and take protective measures to collect and treat the generated wastewater to prevent soil, surface water, and groundwater pollution;

(5) Mining within the period specified in the mining license or completing the renewal registration procedures in accordance with the law;

(6) Establishing assessments of mining engineering, safety engineering, mining recovery rate, mineral processing recovery rate, and comprehensive utilization rate , mineral product production and sales, ecological environment restoration and other accounts, and cooperate with the supervision of relevant government departments;

(7) Provision of mining geological environment management and restoration funds in accordance with relevant regulations, and coordinate the implementation of mining geological environment management and restoration and Land reclamation;

(8) Other relevant provisions of laws and regulations.
