In order to facilitate the separation of government from enterprises and give full play to the role of social organizations as social intermediary organizations, the General Office of the Central Committee of the CPC (1998) 17 stipulated that:

(1) On-the-job leading cadres at or above the county level in Party organs, people's congress organs, administrative organs, CPPCC organs, judicial organs, procuratorial organs and their subordinate departments shall not concurrently hold leadership positions in social organizations (including overseas social organizations) (including heads of branches of social organizations).

(two) due to special circumstances, it is really necessary to concurrently hold the leadership position of a social organization, must be approved in accordance with the cadre management authority, and in accordance with the articles of association of the affiliated association to perform the prescribed procedures, to the corresponding social organization registration authority to handle the relevant procedures.
