Xishui County belongs to Huanggang City, Hubei Province.

Xishui County is located in the southern foot of Dabie Mountain, in the east of Hubei Province, on the north bank of the Yangtze River, under the jurisdiction of Huanggang City, in Jiujiang, Huangshi and Wuhan Yangtze River Open Development Zones, with Qichun County in the east, Tuanfeng County in the north and Ezhou and Huangshi across the river in the west. The northeast is adjacent to Yingshan and Luotian counties. Xishui County governs 15 townships and 1 provincial economic development zones.

Xishui has been the thoroughfare of seven provinces since ancient times. Qingquan Town, the county seat, is 40 kilometers away from Huangzhou, where Huanggang Municipal Government is located, 0/00 kilometers away from Wuhan, the provincial capital, and about 300 kilometers away from the surrounding provincial capital cities of Hefei, Nanchang and Changsha. Xishui County was originally named Qishui County. In order to avoid confusion with Qichun County, it was changed to Xishui County in 933.
