What is the nature of the fire brigade?

The fire brigade of the Chinese People's Armed Police Force was once a kind of police in the Armed Police Force. It is subordinate to the Central Military Commission of the unit and undertakes dual functions of fire fighting and emergency response. Now it has been separated from the active service system and turned into a comprehensive fire rescue team in People's Republic of China (PRC), under the emergency management department of People's Republic of China (PRC). The Emergency Management Department established the Fire Rescue Bureau and the Forest Fire Bureau as the leading and commanding organs of the fire rescue team and the forest fire brigade respectively.

Public security fire brigade (emergency rescue team) is a special fire control institution established by public security organs, which is responsible for public fire control safety and people's life and property safety at county (city) level. It is a battalion-level organizational unit of the Armed Police Fire Corps under the Fire Department of the Ministry of Public Security, maintaining local stability and social development. The brigade is mainly responsible for the fire supervision of organs, organizations, enterprises and institutions within its jurisdiction, fire acceptance of construction projects, fire inspection before opening, fire knowledge popularization, fire business training and management of its squadrons; The subordinate fire squadron is mainly responsible for fire fighting and social assistance within its jurisdiction.

The public security fire brigade has 17 functional departments (rooms), all of which are full-time departments. Including office, political department, discipline inspection and supervision department, policy research department, fire supervision department, social fire work guidance department, combat training department, information and communication department, science and technology department, regulations and standards department, police force, propaganda department, logistics department, equipment department, finance department, audit department and management department. There are 8 directly affiliated units, including fire museum, fire fighting and rescue information center, home for retired cadres, farm, comprehensive material supply station, guest house, office outpatient department, service squadron, etc. Fire supervision department: analyze and judge the situation of fire prevention and control, and put forward countermeasures; Guide all localities to carry out fire supervision and management of construction projects, fire supervision and inspection, fire investigation, and handling of fire administrative criminal cases, organize special fire safety management actions, guide the fire supervision work of public security police stations (at this stage), and guide the standardized construction and inspection of law enforcement in all localities; Coordinate relevant departments in the State Council to jointly carry out fire supervision. Social fire work guidance office: guide all localities to prepare urban and rural fire planning; Guide all localities to carry out social fire safety work, guide the organization and management of fire intermediary services, professional qualification management and fire safety training; Guide the construction of various forms of local fire fighting forces and formulate relevant system regulations; Guide the development of fire volunteer activities.

Science and technology department: organize the formulation of fire science and technology development plan and scientific research plan; Organizing the evaluation, popularization, application and reward of fire-fighting scientific research achievements; To guide the scientific and technological work of the army and organize the research and development of major scientific and technological projects; Formulate the market access system for fire protection products; Guide the quality supervision and management of fire protection products in the field of use; To guide the work of subordinate fire research institutes, fire product conformity assessment centers and fire product quality supervision and inspection institutions; Organize and carry out academic exchanges on fire science and technology. Division of Regulations and Standards: Prepare the construction plan of fire protection legislation and law enforcement system, and draft fire protection laws, regulations and law enforcement system; Responsible for the legal review of office messages; Guide the construction of fire protection legal system and carry out the quality assessment of fire protection law enforcement.
