Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of the People's Republic of China on the Protection of Disabled Persons, the Regulations of Jiangsu Province on the Protection of Disabled Persons and other laws and regulations, combined with the actual situation of this Municipality, in order to safeguard the legitimate rights and interests of disabled persons, develop their undertakings, and ensure that disabled persons fully and equally participate in social life and enjoy social material and cultural achievements. Article 2 The municipal, county (city) and district people's governments shall strengthen their leadership over the work for the disabled, incorporate the cause for the disabled into the national economic and social development plan, formulate and implement the development plan and annual plan for the cause for the disabled, incorporate the funds for the cause for the disabled into the fiscal budget, establish a stable growth fund guarantee mechanism, and supervise and assess the work for the disabled.

The Town People's Government and the subdistrict offices shall do a good job in the work for the disabled according to law, define full-time staff, and support, guide and supervise the residents' committees, villagers' committees and social organizations to participate in the work for the disabled. Third city, county (city), the District People's Government Working Committee for the disabled is responsible for organizing, coordinating, guiding and urging the relevant departments to do a good job in the work of the disabled. The office of the Working Committee for the Disabled is located in the Disabled Persons' Federation and is responsible for daily work.

Development and reform, education, civil affairs, health, finance, judicial administration, human resources and social security, housing and urban and rural construction, medical security, transportation, culture, radio and television, tourism, sports, science and technology, public security, agriculture and rural areas, taxation, market supervision and other departments shall, according to their respective responsibilities, do a good job in the work of the disabled.

Other state organs, social organizations, enterprises and institutions and grass-roots mass autonomous organizations should do a good job in the work of disabled people within their respective scope. Article 4 The Federation of Disabled Persons shall perform the duties entrusted by laws, regulations, rules, articles of association and the people's government at the corresponding level, carry out work for disabled persons, participate in social management and public services related to the cause of disabled persons, guide and manage various mass organizations of disabled persons in the whole region, mobilize social forces and develop the cause of disabled persons.

Associations for the blind, the deaf, the physically disabled, the mentally disabled and their relatives and friends, the mentally disabled and their relatives and friends and other specialized associations should play an organizational role, represent, contact, unite and serve this kind of disabled people, reflect their special wishes and needs, safeguard their legitimate rights and interests, strive for social help, and organize and carry out related activities.

Disabled persons and disabled persons' organizations have the right to put forward opinions and suggestions to relevant departments and units to protect the rights and interests of disabled persons and develop the cause of disabled persons. Article 5 The People's Republic of China (PRC) Disabled Persons' Card (hereinafter referred to as the Disabled Persons' Card) is an important certificate for disabled persons to enjoy social security, social welfare and social services. Disability assessment and the application and management of disabled persons' cards shall be implemented in accordance with relevant regulations.

Disability assessment and disability certificate issuance management shall be objective, fair, scientific and effective, and shall not make false assessments, provide false diagnosis certificates and inspection reports, or tamper with or forge medical records and assessment conclusions. Chapter II Prevention and Rehabilitation Article 6 The municipal, county (city) and district people's governments shall organize relevant departments to formulate and implement disability prevention action plans, establish a coordinated disability prevention and control system, improve the network of disability prevention, monitoring and control, and implement priority intervention policies and disability prevention projects for people, industries and units with high risk of disability.

Health, public security, emergency management, market supervision, ecological environment and other departments should establish a cooperative working mechanism to do a good job in comprehensive prevention and control of disability in view of genetic, disease, drugs, accidents, disasters, environmental pollution and other disabling factors. Article 7 Medical and health institutions that undertake the screening and diagnosis of neonatal diseases and other personnel's disabilities shall report the information of disabled persons and persons suffering from disabling diseases to the county-level health department. The health department shall share relevant information with the Federation of Disabled Persons in a timely manner and organize early intervention. Eighth disabled people need to be equipped with assistive devices, you can apply to the local disabled persons' Federation. If it is really necessary to be equipped after assessment, the Federation of Disabled Persons shall adapt basic assistive devices free of charge and subsidize other assistive devices. Article 9 The relevant departments of the municipal, county (city) and district people's governments and the Disabled Persons' Federation shall establish and improve the rehabilitation and assistance system for the disabled, and provide assistance to the disabled who still have difficulties after rehabilitation. Rehabilitation training for disabled children and the adaptation of assistive devices shall be included in the payment scope of basic medical insurance. Chapter III Education and Employment Article 10 The municipal, county (city) and district people's governments shall strengthen the construction of educational institutions for the disabled, and adopt the method of combining special education with general education to develop preschool education, compulsory education, ordinary high school and vocational education that are suitable for the living ability and intelligence level of disabled children and adolescents. The enrollment rate of disabled children and adolescents suitable for compulsory education should reach the same level as that of healthy children and adolescents. Eleventh ordinary schools should accept school-age disabled children and adolescents who have the ability to receive general education to study in regular classes, and provide support, convenience and help for their study, life and rehabilitation.

Kindergartens should actively create conditions to accept preschool children with disabilities who can adapt to their lives and provide them with integrated education.

City, county (city), District People's government and its education, health and other relevant departments and the Disabled Persons' Federation shall establish and improve the enrollment and further education mechanism for disabled children and adolescents, and coordinate and solve the difficulties and problems encountered in the process of receiving general education for school-age disabled children and adolescents. Ordinary schools and kindergartens that receive disabled children and adolescents shall allocate public funds in accordance with the relevant provisions of the state and the province.
