Why can't you recruit people when you get to a team of more than 30 people?

Question 1: The number of recruits depends on the charm (commander in chief) and reputation of the role. If you really want to bring more troops, it is recommended to "cheat". Question 2: Because your troops are full, the character will say no to the recruitment. Question 3: the commander-in-chief gives extra points to the character (just press the c key). Question 4: If you don't cheat, you can only get extra points by upgrading, or you can get extra points automatically by reading books about commanders.
