Can Feixi County Urban Management Police Station run temporary id card?

I want to bring my household registration book and my recent one-inch bareheaded black-and-white photo to the local police station to apply.

Measures for the Administration of Temporary Resident Identity Cards Article 2 China citizens living in People's Republic of China (PRC) may apply for temporary resident identity cards if they are in urgent need of them during the application for renewal or replacement of their resident identity cards.

Article 11 When applying for a temporary resident identity card, a citizen shall submit a residence booklet and a recent one-inch bareheaded black-and-white photo of himself, and indicate it in the Registration Form for the Application of Resident Identity Card.

Article 9 A citizen who meets the conditions stipulated in Article 2 of these Measures may apply to the local police station where his permanent residence is located for a temporary identity card. Citizens under the age of 16 shall apply for temporary resident identity cards by guardians.
