Chapter I General Principles

Administrative colleges established by local people's governments at or above the municipal level with districts can undertake the initial training of civil servants of the people's governments at the corresponding levels.

Article 18

The National School of Administration and the administrative schools established by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government may hold teacher training courses mainly for teachers of administrative schools.
