Chapter I General Provisions Article 1 In order to strengthen the management of the collective income of village economic cooperatives, stabilize and improve the two-tier management system combining household contract management with collective unified management, enhance the strength of village-level collective economy and promote the development of rural economy, these measures are formulated in accordance with the relevant provisions of national laws and regulations and the actual situation of this Municipality. The departments of agriculture, forestry, water conservancy, township enterprises, land management, aquatic products, finance and taxation, industry and commerce administration and finance of the people's governments of cities and counties (cities, districts) shall cooperate with the rural economic management departments to strengthen the supervision and management of the collective income of village economic cooperatives.

The township (town) people's government is responsible for the supervision and management of the collective income of village economic cooperatives within their respective administrative areas.
