Geological work is an important leading and basic work of economic and social development, serving all aspects of economic and social development. Carrying out the spirit of the Fifth Plenary Session of the 16th CPC Central Committee, fully implementing Scientific Outlook on Development and building a harmonious socialist society put forward new and higher requirements for geological work. In order to comprehensively improve the resource guarantee ability and service function of geological exploration and promote geological work to better meet the needs of economic and social development, the following decisions are made:

One is to use Scientific Outlook on Development to guide geological work.

(a) fully understand the significance of geological work. Since the founding of New China, the Party and the state have attached great importance to geological work, and remarkable achievements have been made in geological exploration and scientific research, making important contributions to economic and social development. In recent years, positive progress has been made in the reform of the management system of geological prospecting teams, and new development has been made in geological undertakings. However, the current geological work does not meet the requirements of economic and social development, and there are problems such as unsatisfactory system, insufficient vitality, insufficient investment, weakened function and lack of talents. In particular, the exploration of mineral resources is lagging behind, and the recoverable reserves of important resources are declining, which makes it difficult to meet the needs of modernization. China's industrialization and urbanization are accelerating, and the contradiction between economic and social development and resources and environment is increasingly prominent. Strengthening geological work is an important measure to alleviate resource constraints and ensure economic development, an important basis for promoting urban and rural construction and land consolidation, and an important means to prevent geological disasters and improve human settlements. From the strategic height of building a well-off society in an all-round way and accelerating socialist modernization, we should further enhance our understanding of the importance of geological work, enhance our sense of responsibility and urgency, and earnestly strengthen geological survey, mineral exploration and geological disaster monitoring and early warning.

(2) Strengthen the general requirements of geological work. Adhere to the guidance of Deng Xiaoping Theory and Theory of Three Represents, and fully implement Scientific Outlook on Development. In accordance with the requirements of people-oriented, comprehensive, coordinated and sustainable development, coordinate the deployment of geological work with the needs of economic and social development, coordinate public welfare geological survey and commercial geological exploration, coordinate mineral geological exploration and environmental geological exploration, and coordinate the development of domestic geological undertakings and the opening up of geological fields. Deepen system reform, vigorously promote the transformation of geological exploration management system and operation mechanism, and accelerate the construction of a geological work system that is compatible with the socialist market economic system. Effectively strengthen the exploration of important mineral resources, strive to achieve a new major breakthrough in geological prospecting, and provide more powerful resource guarantee and basic support for building a well-off society in an all-round way.

(3) Strengthen the basic principles of geological work. Adhere to the domestic, moderately ahead, highlight key points, improve the system and rely on science and technology. Fully tap the potential of domestic resources, increase prospecting efforts, and improve the supply capacity and guarantee degree of resources. Facing the needs of society, do a good job in overall planning, deploy ahead of time and carry out geological exploration. Concentrate on strengthening the exploration of mineral resources, highlight the exploration of key minerals and key metallogenic belts, and increase the geological reserves of resources. Establish a geological exploration system with reasonable division of labor between government and enterprises and mutual promotion, improve the management system of geological work in which the central and local governments are responsible for each other and coordinate with each other, and form a virtuous cycle mechanism of mineral resources exploration and development and capital investment. Promote the research and innovation of geological theory, widely apply high-tech and advanced and applicable technologies, and accelerate the pace of modernization of geological work.

Two, clear the main tasks of geological work

(4) Highlight energy and mineral exploration. Energy and mineral resources are important strategic resources and must be put in the first place in geological exploration. In accordance with the policy of deepening the eastern (central) part, developing the western part, speeding up the sea area, opening up new areas and expanding overseas, we will focus on strengthening the exploration of major oil-bearing basins such as Bohai Bay, Songliao, Tarim and Ordos, actively explore new land areas, new fields, new strata and key sea areas, and effectively increase recoverable reserves. Accelerate the general survey and necessary detailed investigation of large coal bases in Shendong, northern Shaanxi, northern Shaanxi, western Shandong and Huaibei, and strengthen coal exploration in southern coal-deficient provinces and remote areas. Strengthen uranium exploration and discover a number of new mineral sites as soon as possible. Actively carry out the investigation, evaluation and exploration of unconventional energy resources such as coalbed methane, oil shale, oil sands and natural gas hydrate.

(five) to strengthen the exploration of important non-energy minerals. Non-energy minerals are an important material basis for economic and social development. Taking the important mineral resources urgently needed in China as the main focus, taking into account some advantageous mineral resources, and implementing the mineral resources guarantee project in accordance with the principles of exploring the blind in the east, giving play to the characteristics in the middle, making key breakthroughs in the west and giving priority to foreign periphery. Focus on strengthening the exploration of iron, copper, aluminum, lead, zinc, manganese, nickel, tungsten, tin, potassium salt, gold and other minerals. In the southwest Sanjiang, Yarlung Zangbo River, Tianshan, Nanling, Daxing 'anling and other key metal metallogenic belts, rational deployment of mineral exploration, guidance and encouragement of commercial exploration, forming a number of important resource bases. Continue to carry out a large-scale survey of land and resources, actively carry out mineral prospect survey and comprehensive research, intensify the investigation and evaluation of mineral resources in the western region, scientifically evaluate the regional mineral resources potential, and provide a basis for scientific deployment of mineral resources exploration.

(six) do a good job in mine geology. Mine geological work is of great significance to the rational development and utilization of resources and the extension of the service life of existing mines. Do a good job in mine geology according to the principles of theoretical guidance, technical priority, exploration and peripheral expansion. Strengthen supplementary exploration in the process of mine production and guide scientific mining. Accelerate the exploration of resources in crisis mines, existing oil and gas fields and resource-exhausted cities, and vigorously promote deep and peripheral prospecting. Carry out comprehensive evaluation, exploration and utilization of associated minerals and tailings. Do well the geological work of mine closure and reclamation.

(seven) to improve the level of basic geological survey. Basic geological survey is the basic means to improve the degree of land survey. In important economic regions, key metallogenic belts and regions with major geological problems, regional geological, geophysical, geochemical and remote sensing geological surveys will be systematically carried out in accordance with the requirements of multi-objective, multi-discipline and multi-technology, and a geological map updating mechanism will be established to provide effective and efficient geological information services for the society. Carry out marine geological support projects, carry out regional marine geological surveys, detect the geological conditions of coastal zone, continental shelf and seabed, systematically grasp the basic data of marine geology, and find out the potential of oil and gas resources in the sea area. Actively participate in the international marine geological survey plan and international seabed mineral resources exploration activities.

(eight) to strengthen the investigation and monitoring of geological disasters and geological environment. The investigation and monitoring of geological environment, especially geological disasters, is the basic work to reduce the loss of geological disasters and promote the harmonious coexistence between man and nature. Implement geological environmental protection projects to comprehensively improve the level of geological disaster prevention and geological environmental protection. Improve the national groundwater monitoring network, and strengthen the investigation and evaluation of groundwater dynamics and monitoring of over-exploitation pollution. Complete the general survey of geological disasters in key areas as soon as possible, establish and improve the geological disaster prevention and control system combining group and specialty, and continue to do a good job in the prevention and control of geological disasters in key areas such as the Three Gorges reservoir area. Carry out geological exploration in the early stage of infrastructure construction, urban construction and rural construction, and do a good job in geological foundation work of major projects such as power transmission from west to east, south-to-north water transfer and transportation network construction. Strengthen the construction of geological disaster-prone areas and geological disaster risk assessment in urban planning. Comprehensively promote the investigation of agricultural geology, urban geology and mine environmental geology.

(nine) to promote the development and utilization of geological data. Geological data is the main carrier of geological work serving the society. Establish and improve the geological data information sharing and socialized service system, accelerate the use of modern information technology, and build a national geological data center and a global mineral resources exploration and mining investment environment information service system. Strictly implement the system of geological data collection, carry out special cleaning of geological data, promote the research and development of geological data, give full play to the role of existing geological data, and avoid duplication of work and data waste. Fully open the catalogue of geological data, promote the opening of geological books and archives and key laboratories to the society, and provide geological information services to the society in a timely manner according to law.

Third, improve the geological work system and mechanism.

(ten) improve the public geological work system. According to the needs of economic and social development, the state carries out geological work for public welfare. The central government is mainly responsible for the long-term investigation and potential evaluation of China's energy and other important mineral resources, the comprehensive investigation of basic geology and environmental geology, and the special investigation of major geological problems across the country, regions and sea areas. The provincial government is mainly responsible for the investigation of basic geology, mineral geology and environmental geology serving the economic and social development of the region. The implementation of public geological survey should actively introduce market competition mechanism and optimize project undertakers. The central and provincial governments shall, in accordance with the requirements of departmental budget management, list the regular expenditure and other related funds of the public welfare geological survey team as the key contents of the financial expenditure at the corresponding level, and effectively guarantee the operation and work of the public welfare geological survey team; The project funds are approved according to the actual workload.

(eleven) to strengthen the construction of public geological survey team. China Geological Survey uniformly deploys and organizes the implementation of basic and public welfare geological surveys and strategic mineral exploration undertaken by the central authorities, and strengthens related technology, quality, achievement management and socialized services. On the basis of the units directly under the China Geological Survey, according to the requirements of lean personnel, reasonable structure, excellent equipment and being able to undertake major tasks, we will pay close attention to building a fine and strong central public welfare geological survey team. Recruit professional and technical backbones for the society, enrich the technical force of field geological survey, and enhance the ability of field investigation and scientific research. Provincial governments should also build a strong local public welfare geological survey team as soon as possible, and China Geological Survey should provide professional guidance to them through project contact.

(twelve) to establish a virtuous circle mechanism of mineral resources exploration investment. Give full play to the enthusiasm of the central, local and enterprises, and form a mechanism of multi-channel investment in geological exploration. Increase financial investment in mineral resources exploration and pay attention to the guiding role of social funds. The state has set up a geological exploration fund (working capital), which is mainly used for the preliminary exploration of key minerals and key metallogenic belts, and mainly determines the project undertaker through bidding, giving full play to the talents and technical advantages of various geological exploration units. Unless otherwise stipulated by the state, the mineral resources identified by the geological prospecting fund shall be sold by market (including exploration rights and mining rights), and the income shall be divided by the central and local governments in proportion, which is mainly used to supplement the geological prospecting fund and realize the rolling development of the fund. Improve policies such as resource tax, mineral resources compensation fee and mining right use fee. Reasonably divide the income of central and local mineral resources, determine the direction of use and standardize the management of funds according to the principle of taking from mines and using them in mines. The mineral resources compensation fee, mining right use fee and mining right price income shared by the central finance and provincial finance are mainly used for mineral resources exploration. A certain proportion of resource tax revenue from provincial finance should also be used for mineral exploration. The provincial government can set up a provincial geological exploration fund according to the needs. Mineral resources exploration expenditure of mining enterprises is allowed to be charged according to relevant regulations.

(thirteen) to improve the mechanism of commercial mineral resources exploration. In principle, the government does not invest in commercial geological exploration projects that enterprises can invest in, and mainly uses policy regulation to improve the market environment and play a guiding and promoting role. For important mineral resources with high exploration risks, such as energy, the government will appropriately increase the intensity of preliminary exploration to drive investment in commercial mineral exploration. Encourage all kinds of social capital to participate in mineral resources exploration, cultivate and expand the main body of commercial exploration market, and establish the main position of enterprises in commercial mineral resources exploration. All kinds of mining enterprises must invest in mineral resources exploration or obtain mining rights with compensation according to law, bear investment risks and enjoy investment rights. Encourage state-owned mining enterprises to combine exploration and mining, set up internationally competitive mining companies or enterprise groups, and enhance their ability to participate in exploration and mining of mineral resources at home and abroad. Encourage state-owned geological exploration units to form joint ventures and cooperation with social capital to form mining companies or geological technical service companies. Encourage the development of commercial mineral resources exploration companies and flexible exploration enterprises with various ownership systems.

(fourteen) to cultivate the mineral resources exploration market. We will deepen the reform of the system of paid use of mineral resources and the system of paid acquisition of mining rights, and establish and improve a unified, competitive, open and orderly mining rights market throughout the country. Strengthen policy support and information guidance, improve market rules, build trading platforms, strengthen market supervision, and maintain market order. Cultivate the capital market for mineral resources exploration and support qualified exploration and mining enterprises to go public and raise funds at home and abroad. Cultivate and standardize intermediary service institutions in the geological exploration market, improve the evaluation mechanism of mining rights and mineral reserves, improve the system of mining rights appraisers and mineral reserves appraisers, and establish a qualification system for registered geologists.

(fifteen) deepen the reform of state-owned geological prospecting units. Further implement the State Council's plan on the reform of the management system of geological prospecting team, and promote the reform of state-owned geological prospecting units according to the principle of separating government from enterprise. Provincial governments and relevant departments of the State Council should conscientiously sum up the experience of reform, intensify their work, adjust measures to local conditions and treat them differently, and strengthen the guidance of reform. All localities and departments should proceed from reality and actively explore ways to strengthen geological work. Strengthen the construction of geological exploration team under the central management, and improve the technical level and international competitiveness of mineral resources exploration. In accordance with the relevant provisions of the reform of public institutions, the social security policy for retirees and employees of state-owned geological prospecting units will be implemented as soon as possible. For geological prospecting units that implement territorial management, local governments should speed up the implementation of funds needed for housing reform in accordance with local unified policies and solve the problem of excessive debts for workers' housing and infrastructure construction. For the geological prospecting units directly under the central government, during the Eleventh Five-Year Plan period, the state will continue to implement investment subsidies within the central budget, mainly for infrastructure construction. Actively promote the reform of separating geological prospecting units from social functions. Geological exploration units such as coal, nuclear industry, metallurgy, nonferrous metals, armed police gold, chemicals, building materials and salt industry under the central management shall be implemented with reference to the above-mentioned relevant policies.

(sixteen) to expand the opening up of the geological field. Promote reform and development through opening up, and comprehensively improve the efficiency and level of mineral resources exploration and mining. We will further create a stable, fair and transparent legal and policy environment and safeguard the legitimate rights and interests of foreign investors in the exploration and exploitation of mineral resources. We will improve relevant policies, increase efforts to encourage foreign investment in mineral resources exploration and development, and actively introduce foreign capital, advanced technology and management methods. Encourage qualified domestic enterprises to explore and develop important mineral resources abroad. Extensively carry out international exchanges and cooperation in the fields of earth science and geological exploration.

Fourth, enhance the innovation ability of geological science and technology.

(seventeen) to promote the progress of geological science and technology. Improve the innovation system of geological science and technology, work out the medium and long-term plan for the development of geological science and technology in China, establish and improve the innovation incentive mechanism, and create a good scientific research environment. Actively carry out scientific and technological research on major geological problems, highlight the research on geological problems of key minerals and key metallogenic belts, and vigorously promote independent innovation in metallogenic theory, prospecting methods and key technologies for exploration and development. Actively carry out research on the development and utilization technology of unconventional oil and gas resources, low-grade resources, difficult-to-use resources and tailings resources. Accelerate the informatization of geological work, continue to implement digital land projects, widely apply modern information technologies such as geographic information system, global positioning system and remote sensing technology in mineral resources exploration, and accelerate the development and application of high and new technologies such as earth observation, deep exploration and analysis and testing. Implement crustal exploration projects to improve the level of earth cognition, resource exploration and disaster early warning. Improve the level of geological equipment, improve the utilization efficiency of existing geological equipment, and enhance the independent research and development ability of core technologies and key equipment for mineral resources exploration. Strengthen the construction of key laboratories, engineering technology research centers, long-term field observation stations and other scientific and technological platforms. Give full play to the role of geological colleges and scientific research institutions in the field of geological science and technology. Establish a multi-channel geological science and technology investment system. The state has gradually increased its investment in geological science and technology, and rationally arranged funds for the research of major scientific and technological problems and the promotion of related geological engineering new technologies.

(eighteen) actively develop geological education. Vigorously develop geological higher education and secondary vocational education. Strengthen the construction of geological discipline, adjust and optimize the setting and teaching content of geological specialty. Relevant universities should add geoscience comprehensive courses. Actively promote the cooperative construction between geological colleges and industrial enterprises. Increase the financial investment in geological education and strengthen the construction of school-running conditions in geological colleges. According to the actual needs of geological work, maintain a reasonable enrollment scale of geological students. The national scholarship and financial aid policy for poor students are further inclined to geological students, and students are encouraged to apply for geological majors. Encourage college geological teachers to work in geological exploration units, strengthen field practice teaching in geological colleges, and encourage students to find jobs in geological frontline after graduation. Adding earth science content to primary and secondary school teaching. Intensify publicity and popularize knowledge of earth science, resources and environment, geological disasters, etc.

(nineteen) to speed up the development of geological talents. Establish and improve the development mechanism and management system of geological talents to encourage innovation. Gradually establish a new mechanism for knowledge, technology, management and other elements to participate in the income distribution of exploration and mining projects according to their contributions, so as to create a good environment for stabilizing the geological talent team.

Five, improve the management level of geological work

All regions should further improve their understanding of the importance and urgency of strengthening geological work, put geological work on an important agenda, strengthen the management of local public welfare geological survey teams and geological exploration teams that implement territorial management, implement and improve relevant policies, and guide the reform and development of various geological teams. Relevant departments in the State Council should conscientiously perform their respective duties, study and formulate policies, increase support, strengthen cooperation and do a good job in geological work. It is necessary to establish and improve the legal system of geological exploration, strictly administer according to law, maintain the order of geological work according to law, and provide a good working environment for geological investigation and mineral resources exploration.

Through planning, the development goals, key tasks and safeguard measures of geological exploration are defined, the layout of geological work in the whole country is coordinated, and the rational allocation of geological exploration resources is guided. The right to continue exploration, transfer exploration rights and obtain mining rights shall be safeguarded in accordance with the law for the prospecting right holders who have discovered mineral areas with commercial value. Strengthen the supervision and management of mineral resources exploration activities, and prohibit the behavior of circling without exploration or mining instead of exploration according to law. Rectify and standardize the order of mineral resources exploration and mining, standardize the transfer of mining rights, and investigate and deal with illegal acts of mineral resources exploration and mining according to law.

(twenty-four) give play to the enthusiasm and creativity of geologists. Governments at all levels should actively create conditions to improve the environment and give full play to the role of existing geological teams and geologists. The vast number of geologists should further emancipate their minds, change their concepts, take the initiative to face the main battlefield of economic and social development, and actively expand the fields serving modernization. To meet the needs of the new situation, we should strengthen business training, constantly update our knowledge, improve our professional quality and enhance our service capabilities. We should vigorously carry forward the spirit of "loving the motherland, pursuing truth, pioneering and innovating, and selfless dedication", inherit and carry forward the fine tradition of "being proud of devoting ourselves to geological undertakings, being proud of hard work, and being proud of making contributions to prospecting" and create brilliant achievements in geological work in the new period.
