Hainan: Notice on Printing and Distributing 20021Rural Teachers' Enrollment Plan for Public Students.

(1) In 20021year, it is planned to recruit 200 rural primary school students (including the number of outstanding local teachers specially trained for poor cities and counties), majoring in primary education, with a four-year undergraduate course, and the training institution is Hainan Normal University, which will be included in the national college entrance examination in advance.

According to the requirements of the Notice of the General Office of the Ministry of Education on Improving the Directional Training of Excellent Teachers in Underdeveloped Areas in Central and Western China (No.3 of the Ministry of Teachers [202/kloc-0]) and the actual reporting needs of cities and counties, 55 normal students were recruited from poverty-stricken counties such as Lingao, Baisha, Baoting and Qiongzhong in 2002/kloc-0.

All cities and counties in the province * * * registered 287 people for the directional public plan of rural primary schools. According to the requirement that the number of places for ethnic minorities and poverty-stricken cities and counties is not less than 50% of the total number of places, and taking into account the differences in regional education development and the shortage of teachers, our office has determined the specific enrollment indicators of relevant cities and counties, and further determined the training direction of specific enrollment indicators of cities and counties in combination with the declared professional training needs of cities and counties and the professional direction offered by training institutions. (2) In 20021year, it is planned to recruit 200 directional public students from township kindergartens, majoring in preschool education, with a college level and a five-year academic system. The training institution is Qiongtai Teachers College, which is included in the provincial senior high school entrance examination and admitted in batches in advance.

All the cities and counties in the province * * * declare the demand for targeted public training projects in township kindergartens 1 13 people. Arrange the enrollment plan in full according to the demand quantity submitted by cities and counties. Second, recruit students.

(1) According to the Implementation Measures for Open Recruiting Personnel in Institutions of Hainan Province issued by the Provincial Department of Human Resources and Social Security and the Provincial Public Security Department, "the physical examination standard can be implemented with reference to the physical examination standard of civil servants". Candidates who apply for public training students (including local excellent teachers who specialize in training normal students) are required to be in good health and meet the provisions of the General Standard for Physical Examination of National Civil Servants (Trial), and those with past medical history should fill it out truthfully. The specific admission methods shall be implemented according to the relevant provisions of the Provincial Examinations Bureau and the Provincial Admissions Office.

The recruitment method of local excellent teachers' special directional training for normal students is implemented with reference to the recruitment method of directional public school students in rural primary schools in our province. All students are admitted in batches in advance, and the admission scores are not lower than the batch admission control scores of ordinary enrollment schools.

(2) Enrollment is mainly based on students registered in cities and counties with targeted training. When the number of students enrolled is insufficient, with the consent of the education administrative department of the city or county (district) with the qualification of directional training, the qualified students of other cities and counties applying for directional training in this province can be adjusted.

In order to ensure high quality and complete the enrollment plan of the whole province, our office encourages the cities and counties (districts) with the enrollment index of 202 1 year (including the special directional training of normal students for local excellent teachers) to agree to transfer students from other cities and counties (districts) when the local students are insufficient. And in June, 20265438 1 recently, the paper version of Letter on Agreeing to Transfer Qualified Students from Other Cities and Counties to Our City (District) 202 1 directed public students (including local excellent teachers who specially train normal students) was submitted to the Teachers' Office of the Provincial Education Department. If the letter is not sent within the time limit, it will be regarded as "not agreeing to transfer admission".

Third, sign the agreement.

(1) Candidates and parents who apply for directional public school students should consult in advance to understand and agree to the contents of the Agreement on Directional Training Plan for Rural Teachers in Hainan Province (Attachment No.63 of Teacher Qiong [20 16], hereinafter referred to as the Agreement). After the selection, qualified candidates should sign an agreement with the training institution and the education administrative department of the city and county (district) for directional training. Candidates under the age of 18 should sign an agreement with their legal guardians. After graduation, I should teach in rural primary schools (township kindergartens) in cities and counties with directional training for more than 5 years. After the expiration of 5 years, you should continue to engage in education in our province for not less than 5 years.

The training mode, employment management, condition guarantee and performance management of the local excellent teachers' special targeted training for normal students are implemented with reference to the relevant policies of targeted public education in rural primary schools in our province, and the targeted training plan agreement is determined with reference to the Agreement on Targeted Training Plan for Rural Teachers in Hainan Province. If the Ministry of Education has new regulations on the performance requirements of special orientation training for local outstanding teachers, it shall be implemented according to the new regulations of the Ministry of Education.

(2) The directional public student training institution is responsible for handing over the blank agreement (in quadruplicate) to the candidates before admission, and returning it to the training institution within the prescribed time limit after being signed by the candidates themselves and their legal guardians. The legal representative or the trustee of the training institution shall sign the Official Admission Agreement for Candidates, affix the official seal of the school, and send it to the education administrative department of the city or county (district) for directional training. After receiving the agreement, the education administrative department of the city or county (district) for directional training shall be signed by the legal representative or the client and stamped with the official seal, and keep 1 copy, and send the rest of the agreement back to the enrollment department of the relevant training institution in time.

An agreement (in quintuplicate) shall be signed by the training school, the education administrative department of the city, county (district) and the rural revitalization work department for the targeted training of normal students by local outstanding teachers, with specific reference to the signing requirements of the above-mentioned relevant agreements.

(3) Candidates who are admitted as directional public school students will not be dismissed. Candidates hold the admission notice to enroll in the school according to the time and requirements stipulated by the training institution. The Admissions Department of the Training College submits 1 agreement to candidates for preservation.

(four) training institutions should conscientiously do a good job in the re-examination of directional public school students after admission. If it is found that there is fraud or does not meet the General Standard for Civil Servant Physical Examination (Trial), it will be dropped out of school according to the specific situation. Training institutions are requested to fill in the 20021+1Summary of Enrolment Information for Rural Teachers-Oriented Normal Students (Annex 2), the 20021Summary of Enrolment Information for Local Excellent Teachers-Oriented Normal Students (Annex 3) and a copy of the signed agreement before the end of October.

Fourth, the job requirements

(1) The education administrative departments and training institutions of cities and counties (districts) should conscientiously carry out the special publicity activities of the directional training plan for rural teachers in our province, go deep into high (junior) middle schools, actively publicize the significance of the directional training plan and the number of annual enrollment plans to students, parents and the society with the help of TV stations, newspapers, websites, WeChat and other media, and organize outstanding students to enter the examination to ensure the completion of the enrollment plan.

(2) The Provincial Examinations Bureau, the Provincial Admissions Office and the training institutions should earnestly do a good job in the enrollment of directional public students in strict accordance with the relevant regulations and time nodes, and take effective measures to ensure that the enrollment procedures are standardized, fair and just.

(3) Training institutions should formulate a training plan for directional public students, and submit it to the teachers' office of the Provincial Department of Education for the record before the end of June 20021year. Planning should consider the training needs of cities and counties (districts) as much as possible, fully coordinate and adjust the teachers in different departments of the school, and effectively cultivate outstanding rural teachers with "one specialty and many functions".
