According to reports, among the 4,500 kilometers of railways under construction, 3,400 kilometers of new lines have been built, including passenger dedicated lines and some urban railways. After the completion of these railways, Shaanxi Province will basically form a skeleton railway network of "two vertical, five horizontal, eight radiating and one intercity" by 2015. By then, the operating mileage of railways in Shaanxi Province will reach 6,000 kilometers, an increase of 60% from the current 3,750 kilometers, and the double-tracking rate and electrification rate can reach 65% and 75% respectively. The number of railways per 100 square kilometers of land area will also reach 2.8 kilometers, and the number of railways per 10,000 people will be 1.56 kilometers.
In the "Medium and Long-term Railway Network Adjustment Plan" recently issued by the state, Shaanxi's location advantages are further highlighted, and Xi'an will be built into an important transportation hub center in the country. Among the province's transportation turnover, 50% of passenger transportation and 80% of freight transportation are undertaken by railways. At present, our province's railway transportation capacity is generally tight and energy channels are not smooth. The construction of high-speed passenger railways and Guanzhong urban railways needs to be started, and the road network layout needs to be further improved.

In summary, four major systems can be formed, namely, complete trunk railways, fast passenger dedicated lines and Guanzhong intercity railways, large-capacity energy transportation channels, and relatively complete local railway branch lines. This plan will implement 20 major projects with a construction scale of about 4,500 kilometers, an investment of more than 260 billion yuan, and an average annual investment of more than 32 billion yuan. This construction scale and investment intensity determine that our province will continue to be one of the main battlefields for railway construction in the country.

The formation of the 2581 railway network plan has gone through repeated studies in the province and multiple connections with relevant national departments. A big link. The Provincial Party Committee and the Provincial Government held discussions with the Ministry of Railways and the National Development and Reform Commission for many times, and finally reached an agreement, and all planned projects have been included in the nationally approved development plan.
It is predicted that after the completion of the 2581 railway network, our province's railway transportation capacity will be significantly improved. The density of the railway network and the number of railways per capita will be more than twice the national average; the railway double-tracking rate and the electrification rate will increase by 48 and 16 percentage points respectively from the current levels, more than 10 percentage points higher than the national average.
After the completion of the four passenger dedicated lines and the Guanzhong intercity railway, a "one-hour living circle" centered on Xi'an will be formed. People's travel conditions will be greatly improved, and Guanzhong and surrounding provinces will show obvious differences. With the "same-city effect", railway passenger volume will reach more than 110 million, more than twice that of 2007; freight volume will be about 500 million tons, more than three times that of 2007.
After the completion of the eight radiation lines and other projects, Xi'an's status as an important national hub center will be further enhanced. Starting from Xi'an, it can be reached in 1 hour to Baoji and Hanzhong, and 2 hours to Zhengzhou, Lanzhou and Taiyuan , 3 hours to Chengdu, Chongqing and Wuhan, 4 hours to Beijing, 5 hours to Shanghai. It is expected that by 2015, Xi'an will truly become a national central city for passenger and freight railway transportation.
