Many developers in Sanya were notified of illegal sales, and the person in charge helped real estate speculation.

Recently, the Housing and Urban-Rural Development Bureau of Sanya issued a circular on illegal sales of some development enterprises, illegal purchase of houses by buyers and illegal brokerage of real estate agents (hereinafter referred to as the circular), involving Sanya International Finance Center, Guofang Jiayuan, Haitang Zhu Hua and Luneng Hongtangwan tourism and holiday projects.

Affected by the overall market situation and epidemic situation, the price index of new houses in Sanya has dropped for three consecutive months since February this year, and the second-hand houses are basically flat.

On May 23, a local industry insider in Hainan told the National Business Daily that in April, affected by the local epidemic in Sanya, the rate of house viewing dropped sharply. Later, with the relief or end of the epidemic in Northeast China and other places, it is expected that some demand for house purchase will be released, and the follow-up performance should be better than now.

According to the circular, Sanya Xiangrui Real Estate Co., Ltd. (hereinafter referred to as Sanya Xiangrui) sold the housing in Building 2 of the "Sanya International Finance Center" project without obtaining the "Pre-sale Permit for Commercial Housing", and collected the house payment, which was suspected of being unapproved. The project is located in Hedong Road, Jiyang District, Sanya City. The land use is commercial and financial land. The development project is a commercial office building, and the sales target is limited to enterprises, institutions, social organizations and other legal entities.

There is also a suspected unapproved project located in Guofang Jiayuan, Yingbin Road, Sanya City. Sanya Runtong Real Estate Consultant Co., Ltd. (hereinafter referred to as Sanya Runtong) sold some houses in Building No.3 and collected the house payment during the sales of Guofang Jiayuan project developed and constructed by Lanzhou Guofang Real Estate Co., Ltd. Sanya Branch without obtaining the pre-sale permit of commercial housing.

Another Sanya Juyuan Tourism Development Co., Ltd. (hereinafter referred to as Juyuan Lvkai) has a chaotic management. Chen Guixin, the former marketing director of the company, colluded with Sun Yueyang, a person who was not qualified to buy a house, and paid a deposit to lock the house and resell it, which was illegal real estate speculation. Sanya Housing and Construction Bureau ordered its company to rectify within a time limit, strengthen internal management, and suspend the online signing of projects for sale for two months; Chen Guixin assisted non-buyers to buy houses and speculate in real estate, and decided to include bad credit records in Sanya, prohibiting them from engaging in real estate-related business in Sanya for five years.

The National Business Daily once reported that Juyuan Lvkai, a subsidiary of Field Real Estate Group Co., Ltd., was caught in many disputes over the right of recourse and payment of bills. In March, due to financial loan disputes, the unlisted houses and the corresponding allocated land of Haitang Star (also known as Haitang Zhu Hua) project developed and constructed by it have been sealed up by the court and other institutions, and listed as "major transaction risk projects".

Hainan Sanya Bay New Town Development Co., Ltd. (Luneng Hongtangwan Tourism and Holiday Project) and its case field sell Hainan New Pearl River human resource development and management Co., Ltd. (not filed with Sanya brokerage agency) and Hainan Qin Sheng Agricultural Development Co., Ltd. (Jingyuan City Project), even though they know that the buyers are not qualified to buy houses, they still sell houses to them. These two projects have also been suspended for two months.

In the process of brokerage, Hainan Deteng Industrial Co., Ltd. misappropriates real estate transaction funds for its own operation and returns them slowly, which is an illegal brokerage act. Sanya Housing and Construction Bureau decided to cancel its online signing qualification, ordered it to suspend business for three months, and returned the relevant funds to the buyers.

Since February, 2022, the price index of new houses in Sanya has been rising continuously for 20 years, which is the first time that the price index has decreased month-on-month, and this trend has continued to this day.

According to the housing price data of 70 cities released by the National Bureau of Statistics in April, the sales price index of new commercial housing in Sanya decreased by 0.4% month-on-month and increased by 3.4% year-on-year. The second-hand housing sales price index was basically flat, rising by 1.6% year-on-year.
