How to do well the mass work in the new period is an important topic for every rural grassroots party member cadre. First, some characteristics of mass work in the new period

(A) from the perspective of the masses

Over the past 30 years since the reform and opening up, great changes have taken place among the masses at all levels of our society, with new social classes and groups constantly emerging, great changes have taken place in socio-economic components, organizational forms, employment methods and distribution methods, the interests and values of the masses have become increasingly diversified, and the characteristics of independence, selectivity, difference and variability of mass mobility thoughts have gradually emerged, which has profoundly affected the development of mass work.

2. People's awareness of democracy, equality, competition and rights is constantly increasing, and the demand for political participation is more and more urgent. Among them, some people have the luck of "don't make trouble, don't solve it, solve it as soon as you make trouble", and some people have mastered the fear of difficulties of some grassroots leading cadres, making troubles without reason, and are easily manipulated by a few people with ulterior motives and taking excessive actions to reflect their own interests. All these require us to be good at observing and responding to the reasonable expectations of the masses, rally the strength of the masses extensively, seriously absorb their wisdom, vigorously strengthen the party's targeted mass education work, safeguard justice in time, and guide the masses to the right path.

3. The Party's policy of benefiting farmers is more and more extensive and preferential, and the people's thoughts, desires and comparison psychology of equality, dependence and importance are gradually rising. If they are slightly negligent, they will not be able to meet individual needs, and conflicts, confrontations and troubles will easily occur, making it more difficult to do a good job in mass work.

4. Affected by the trend of economic development, young adults and people with higher education earn a lot of money by going out to work and start businesses, leaving only the "386 160" peasant army at home, with low education, many elderly, weak and sick people, asking for more government care and assistance, less obligations, less self-reliance, less wealth, and having to enjoy welfare, which is difficult to manage and make contributions.

5. Some people have weak legal awareness, high desire for appeal and even unreasonable troubles. They often take the road of petitioning, pestering and harassing visits, and sometimes they also make appointments and make model visits. It is difficult to do their work and satisfy their desires, which seriously affects the stability and development of the grassroots.

6. With the continuous development of society, the preferential policies of the country are increasing. Some people have made mediation in the countryside according to the current situation because of their own faults in order to check the old accounts, and the renovation of the old accounts needs to be solved according to the new policy, which is difficult and difficult to solve.

7. People living in remote and poor mountainous areas can't get a balance, can't get timely help, can't get over it for a while, are eager to do stupid things, and often go to extremes, leading to passive work.

8. Some people don't have much cultural knowledge, and they only talk about the old rural truth and don't talk about legal policies. Rural areas often say: "reasonable and illegal", easy to misunderstand, difficult to mediate and so on.

(B) from the perspective of cadres

1. From the specific work of "scraping the uterus to induce labor, begging for food and asking for money" to the macro presentation of guiding production and serving the masses and the transformation of skills assistance, policies have changed, times have changed, and the working situation, methods and subjects have also changed with the continuous development and growth of the country, but the working methods of cadres have also changed to varying degrees.

2. The political and economic benefits of township cadres are low, especially party member cadres who work in remote towns and villages. They have little financial resources, great difficulties in life, and some families have poor foundations. Earning a little salary is only enough to maintain a simple livelihood, let alone buying a house and starting a family, let alone making friends and driving people away, so it is difficult to adapt to the trend of the times. There is no hope of promotion, no way to seek wealth, low mood, no desire to learn, no desire to make progress, simple work, rude language, rude personality, and easy to cause work mistakes.

3. There is not much specific work involving farmers, and it is often impossible to understand the situation from village to village. They have little contact with the masses and know little about them, especially the poor people in remote areas, who can't get timely care and love from the government and organizations, and are prone to some unexpected events, which are more likely to cause the masses to misunderstand the government and cadres and lose the prestige and appeal of the party and the government among the masses.

4. Dealing with things simply and rashly, even favoring wise friends, only looking at the phenomenon and time, being strong, and dealing with things ruthlessly, often doing what they want, they will be dissatisfied with it after taking it orally, and the future troubles will be endless.

5, lack of initiative, lack of communication, lack of research, often wishful thinking, subjective and arbitrary, it is difficult to implement, and it is easy to cause conflicts and contradictions, and even lead to adverse consequences.

6. In the past, comrades with rich experience and high prestige in rural work mostly retired or retired to the second line. Nowadays, most of them are college students and soldiers. They eat a lot of food. They have less experience in rural work, less hard-working spirit, simple mind, impatience, lack of methods and fear of losing their identity and prestige. The so-called hairless mouth and ineffective work are hard for the masses to accept and obey.

7, the party's sense of purpose is weak, lack of sympathy, sense of responsibility, easy to emotional, often difficult to convince the public.

8. If you are afraid of trouble, you are afraid of trouble, strive for economic balance, make things difficult for the masses, make work a mere formality and ostentation, be good at learning flattery, be steady and practical, do not do practical things, do unprofitable work, delay local development, and the masses have great opinions.

Second, the requirements of mass work in the new period

History has proved that there would be no new China without the * * * production party, and there would be no * * * production party without the support of the broad masses of the people. Today, the party will always stand with the people, who are the real creators of our party and country. At present, the international situation is changing rapidly, and mass incidents caused by internal contradictions among domestic people are frequent and on the rise, which has aroused great attention from the party and the state. The 18th National Congress of the Communist Party of China decided to carry out the Party's mass line education and practice activities throughout the Party. I think this is imperative. It is also a great, wise and correct decision made by our party in this extraordinary period. It is also a new requirement and a new challenge for our cadres in party member, especially those in party member who directly deal with the masses at the front line. We should adapt to the new features of mass work in the new period according to the requirements of the 18th Party Congress and the Party congresses in provinces, cities and counties, adjust new ideas, rationally solve problems such as development and stability, the relationship between cadres and the masses with Scientific Outlook on Development's viewpoint, and take the mass line of the Party as the basic method and requirement of our mass work in the new period, so as to make better and faster breakthrough development of various social undertakings in our town, and let the people of the whole town live a well-off life and enter the capitalist society at an early date.

Three, the new period to do a good job in the mass work of the four focal points

Among cadres at all levels in our country, township cadres are directly facing the masses. In this sense, township cadres should have the strongest mass work ability. At the same time, we should also see that the difficulty of mass work has greatly increased, and our grassroots comrades are facing new and great challenges. For example, in the past, the masses listened to the words of the countryside and cadres did whatever they asked. Now, villagers are autonomous and have the right to seek and supervise things. In the past, as soon as the horn was sounded in the countryside, the spirit of the superiors was conveyed to all households for implementation. Now farmers have different fields, plough different fields, burn different fires, smoke different cigarettes and watch different TVs. Sometimes policies and information are better than cadres, and it is difficult to organize personnel, convene meetings, communicate information and manage them. In short, the situation is different, and the mass work should have new routines and new methods. Facing the new situation and problems, it is more important than ever to grasp the new features and laws of mass work under the new situation and strengthen the Party's mass work. The reports of the 17th and 18th National Congress of the Communist Party of China have profoundly expounded the historical position, interests and mass work of the people, put forward clear new requirements, and pointed out the direction for us to carry out mass work.

To do mass work well in the new period, I think we should base ourselves on four key points. One is to dare to do mass work; Second, willing to do mass work; Third, be diligent in being a mass; Fourth, be good at mass work.

(1) Dare to do mass work

Under the new situation, mass work is heavy and complicated. Many cadres often feel that "the old method will not work, the new method will not work, the soft method will not work, and the hard method will not work". Now a few cadres are afraid to deal with the masses and do mass work. This phenomenon is mainly because these cadres have not established a correct view of the masses and are seriously divorced from the masses. Or look down on some people, be afraid of some people, and lack feelings for them; Or lack of talent, lack of work background; Or hands and feet are not clean, the image is not good, and there is a lack of righteousness; I am used to the old methods, but the new methods are useless, and the people's self-confidence is insufficient. In fact, most people are essentially kind, simple and hardworking. Don't let individual people with poor quality lead us to contact and alienate the masses. After a long time, you will lose people's hearts. Therefore, we should have the courage to "dare to face" the masses and meet the ugly daughter-in-law's in-laws. As long as we are honest, face to face, do practical things, do good things and solve problems, we will get the support and support of the masses.

(2) Willing to do mass work.

Whether you are willing to do mass work or not, you must first solve the problem of ideological understanding. Thought is the guide to action. At present, some cadres are indifferent to the sufferings of the masses, while others are simple in methods and rude in style; Some make blind decisions, causing losses to the interests of the masses; Some deal with the masses and haggle over every ounce. Secondly, we should correct the question of who you are serving now. We should have feelings for the server, and those who touch people's hearts should not be sentimental first. Do things with sensibility and rationality. The highest expression of producer's feelings is to have a sincere heart for the people. As front-line workers, township cadres should first integrate with the people ideologically, always take the people's safety in mind and regard them as their relatives or even their biological parents. We're thinking. Facts show that more contact with the masses will reduce bureaucracy; More contact will actually reduce subjectivism; More contact with people's feelings will reduce formalism; Do more for the people, and your working ability will be improved. Practice has proved that cadres who do not love the people are incompetent cadres, good cadres and big cadres.

(3) Diligent in doing mass work

Diligence in mass work requires us to go deep into the masses, insist on coming from the masses, be down-to-earth, accurately grasp and understand their thoughts, needs and expectations, help them solve practical difficulties in production and life, and provide accurate information for solving outstanding problems and properly handling contradictions and disputes. Looking back, we are not diligent enough in mass work, thinking that adhering to the mass line is a cliche and a big policy. We only go to the masses when we have jobs, tasks and things, and we usually lack the initiative to do mass work. It has caused the masses to have opinions, prejudices and even resistance to us. In this regard, our grassroots cadres in party member should always think about it and think about it. * * * What does the producer do? What is the purpose of the party? What is the object and purpose of our work? What are the principles and standards of our life? What are our ideals and pursuits? What should we do with the words and deeds of the masses? What is our relationship and position with the masses? Wait, wait, wait until these problems are clearly thought out, we will understand the orientation and direction of our work, how should I do mass work, and our relationship with the masses will be closer.

(4) Be good at mass work.

It is far from enough to have enthusiasm and enthusiasm to do mass work well under the new situation. We must also have new methods and tricks, be good at handling the interests of all parties and fully mobilize all positive factors. First, we must master laws and regulations, which is the basis for doing a good job in mass work. Administering according to law and handling affairs according to regulations is not only a "magic weapon" to ensure the long-term stability of the country, but also an effective means to safeguard the fundamental interests of the broad masses of the people, and it is also an inevitable requirement to protect our cadres themselves and effectively promote their work. At present, some party member cadres have a weak legal concept and shallow legal knowledge, regard laws and regulations as "embellishment", and in mass work, their power is greater than law, emotion is greater than law, reason is greater than law, their decision-making is undemocratic and illegal, and their handling of problems is unfair and undisclosed, which seriously deviates from the rule of law, often backfiring, leaving many future troubles, and some even intensifying contradictions, resulting in social instability and job losses. Administration according to law not only embodies the level of leaders, but also is the responsibility of leaders and the inevitable requirement of social development. We cadres in party member should not only be executors of laws and regulations, but also followers and propagandists of laws and regulations. If they are not as knowledgeable as the masses, it is dereliction of duty and even more shameful. Learning and understanding the law, administering according to law, doing things according to the rules, being fair and upright can not only improve work efficiency, but also win the trust and support of the broad masses. Second, mastering methods is the key to doing mass work well. To do mass work, we should be good at dealing with problems in a language that the masses can understand, in a trustworthy way, or even in a local way. This will get twice the result with half the effort and achieve good results.

First of all, we should enlarge the shelf and strengthen two-way communication. When we do something and deal with it, we must let the masses know, and at the same time, we must understand the ideas and demands of the masses. If you work behind closed doors, or work hard, it will cause misunderstanding or opposition from the masses, resulting in passive or even unstable work. For example, sometimes village cadres work hard all day and do a lot of practical things for the development of the village, but without publicity and communication, villagers will suspect that he has financial problems, and finally, through the audit of letters and visits, the cadres will be removed, which will not only hurt the hearts of cadres, but also alienate the relationship between cadres and the masses, and even give a few people with ulterior motives an opportunity to affect the local development and stability and dampen the enthusiasm of cadres and officials. Therefore, today's cadres should not only do things, but also learn to "sell" themselves, publicize their own development and win the understanding and support of society.

Secondly, we should innovate the form of publicity and education. At present, it is far from enough to publicize policies and decisions to the masses only through formal meetings, bulletin boards and slogans. To organize the current scattered farmers' attraction, we must combine the actual needs of the masses and production and living habits, adopt flexible and popular forms of communication, vigorously carry out cultural and sports activities, and do a good job in education and guidance in the process of enriching the cultural life of the masses, such as the completion celebration of Changqing Square, the farmers' sports meeting in Shimen Town, the farmers' culture and art festival in Shimen Town, and the popularization of law in towns and villages during the Sixth Five-Year Plan. It has played a very good publicity and education effect, and at the same time actively played the role of civil organizations such as people's mediation in the convenience service center, provided intimate and cordial services to the masses, greatly narrowed the relationship between cadres and the masses, and established the prestige of the party Committee and government among the masses.

Third, improve the working methods of cadres in party member. Practice has proved that township cadres who work in rural areas must have three conditions, namely, rural knowledge, psychological quality and mass base, in order to establish high prestige among the masses. The most important thing about rural knowledge is the working methods suitable for rural areas. When rural knowledge is broadened and rural working methods are improved, things will be smooth and the masses will support them. Therefore, whether our grassroots cadres in party member carry out superior policies, work for the masses and help them solve problems, we must do a good job in propaganda and guidance, stand by and behave calmly. It is strictly forbidden to be kind to friends, take it out of context, and play "official prestige." Otherwise, it will be difficult. Of course, we can't give in to a few people with malicious intentions. We must use positive pressure according to law to make an example for others. As long as it is beneficial to the interests of the majority, our working people will support it and our superiors will support it. Psychological quality is the key to mass work. In the new period, contradictions among the people are showing a growing trend of group and aggression, which requires that our cadres in party member should not only be brave and good at mass work, but also be tough, tolerant and have good psychological quality when facing people's offensive words and behaviors. On the one hand, we should learn to control our emotions, prevent our heads from being hot-headed, blindly colliding, goading, thinking rationally, handling calmly, doing our work patiently and meticulously, explaining the truth to the masses and striving for the understanding and support of the broadest masses of the people. On the other hand, we should learn to put ourselves in others' shoes. Petition may show excessive behavior in the expression of demands. We should find out the reasons, put ourselves in the poor and vulnerable people's shoes, understand their difficulties, understand their excessive behavior, take care of the legitimate rights and interests of the people to the maximum extent, and sincerely solve problems for them. We should learn to be considerate and tolerant in three aspects. Because of different perspectives and different education levels, some people may not understand our work enough to support it, and we should not be angry about it, let alone violent. Instead, we should treat it with the mind and measurement of "all rivers run into the sea", be emotional and rational, digest contradictions with sincerity, and influence the masses with tolerance to show generosity. The masses are the creators of history and the foundation on which we live. As the saying goes, we are as heavy as the masses are. The more people trust our cadres, the easier it is to solve some contradictions and problems. To win the trust of the masses, our cadres should not rely on power, but on their working ability, performance and personality charm, and more importantly, on the methods and skills of doing mass work. It's no use cramming. I have worked in the countryside for 25 years and have deep feelings and personal experiences. We respect the masses by one foot, and the masses respect us by one foot. If we do a small thing for the masses, the masses will be grateful to us and remember us all their lives. Generally speaking, under the current new situation, our grass-roots cadres in party member should thoroughly study the new situation and new features of mass work under the new situation, be good at mastering the working method of "what key opens what lock", and make it possible to suit the situation according to the place, time, events and people, suit the remedy to the case, be emotional, be rational and act according to law, so that all kinds of problems encountered by the masses in production and life can be well solved.

Fourth, how to improve the ability of party member cadres to do mass work in the new period?

(1) We should put ourselves in a correct position and play a good role.

Party member cadres working in the front line, now that fate has arranged us on the big stage in the countryside, we should settle down, face the reality, do our duty and do our job well. In fact, rural work is the most interesting and training. Throughout the ages, how many great leaders have started from the rural grassroots. As long as we can keep the correct position, walk more, listen more, see more, ask more, learn more, put down our airs, ask more, and get along with the masses, no matter how the society develops, we will do a good job in mass work and make rapid progress to become an excellent grassroots cadre.

Improve work skills

First, "the interests of the masses are no small matter", and we must effectively solve the most concerned, direct and realistic interests of the masses. Second, we should be good at blending in with the masses and grasping their ideological pulse. In fact, the key to doing mass work well is to pay attention to the interests of the masses. We should master the popular psychology and be familiar with the popular language. In solving the problem, we should add icing on the cake and send charcoal in the snow, but more importantly, we should send umbrellas before the rain and ask for warmth before the cold and hunger. Third, we should be good at jumping out of inertia thinking and inherent mode, exploring new ways and methods of mass work, and strengthening communication and coordination. In the face of the masses, we should pay attention to equal communication, do not speak mandarin, big talk or cliche, be good at guiding the masses with advanced typical education emerging from the masses, motivate them with material and reputation rewards, and enhance their persuasiveness. Most people are reasonable. As long as we use more brains, study more methods, be affectionate and conscientious, and be meticulous, we will certainly be able to do our work in the hearts of the masses, and the harmony and stability of the local society will be guaranteed.

(D) continuous growth of talents

As the saying goes, "it is never too old to learn, but there is still a lot to learn." Rural work is complex and has a wide range of knowledge. Party member cadres who work in the front line should not think that they have mastered all the rural mass work since they were young. However, with the continuous development and progress of society, great changes have taken place in the countryside, and at the same time, new requirements have been put forward, requiring us to keep pace with the times in knowledge, common sense, courage and insight. It is necessary to further improve the ability of "good" mass work, constantly increase knowledge and talents in all aspects, and make my mass work invincible in the current rapid development wave.

Fifth, solve the sufferings of town and village cadres and stimulate their enthusiasm and passion for work.

Party member cadres working in villages and towns are the nerve endings of the party and state policy implementers. They are in direct contact with the masses and are the hardest group of cadres at the grassroots level. However, they have experienced the most ups and downs, made the greatest contribution to the development of society, and encountered the greatest difficulties, which require more attention and support from organizations at all levels.
