Chapter 1 General Provisions Article 1 In order to strengthen the management of urban municipal facilities, ensure the integrity of urban municipal facilities, give full play to their functions, and promote economic and social development, in accordance with relevant laws and regulations, and in combination with the actual situation of this city, these regulations are formulated these regulations. Article 2 The urban municipal facilities referred to in these regulations refer to urban road facilities, urban bridge and culvert facilities, urban road lighting facilities, urban drainage facilities, and urban flood control facilities. Article 3 These regulations apply to the management of municipal facilities within the jurisdiction of this city. Article 4 The municipal urban construction administrative department (hereinafter referred to as the municipal urban construction administrative department) is responsible for the management of urban municipal facilities in this city.

The urban construction administrative department of the district people's government shall be responsible for the management of urban municipal facilities within its jurisdiction in accordance with the prescribed scope and division of labor.

Relevant departments such as urban management, planning, public security, water, electricity, gas, telecommunications, environmental protection, sanitation, gardening, and industrial and commercial administration should coordinate and manage urban municipal facilities within the scope of their respective powers. Article 5: The management of urban municipal facilities must implement the principles of unified management, strengthening maintenance, active improvement, and gradual improvement, so as to keep municipal facilities in good condition and operating normally. Article 6 The construction of urban municipal facilities shall be subject to urban planning, rational layout, and supporting construction.

Encourage domestic and foreign enterprises, other organizations and individuals to invest in the construction of urban municipal engineering facilities. Article 7: All units and individuals have the right to use urban municipal facilities in accordance with the law and the obligation to protect urban municipal facilities. They have the right to report violations of these regulations and damage to urban municipal facilities.

People's governments at all levels should commend and reward units and individuals that have made outstanding achievements in protecting urban municipal facilities. Article 8 The municipal urban construction department shall make its service system public and actively accept supervision from the masses. Any unit or individual has the right to report to the relevant authorities any neglect of duty, abuse of power, or malpractice for personal gain by municipal facility management personnel, and the relevant authorities shall promptly investigate and deal with the matter. Chapter 2 Urban Road Facilities Management Article 9 The urban road facilities referred to in these Regulations include roadways, sidewalks, shoulders, road slopes, ditches on both sides of the road, isolation belts, lanes and corridors between buildings, road edges to buildings Dirt roads, squares and other facilities and their ancillary facilities in between. Article 10 The construction, expansion and reconstruction of urban road facilities shall be coordinated with the construction of various other urban facilities, adhering to the principle of underground first and then above ground. The municipal urban construction department and planning department are responsible for coordination. Article 11 Units responsible for the maintenance and repair of urban roads shall strictly implement the technical specifications for the maintenance and repair of urban roads, maintain and repair urban roads on a regular basis, and ensure the quality of maintenance and repair projects.

The municipal urban construction department is responsible for supervising and inspecting the quality of maintenance and repair projects to ensure the integrity of urban roads. Article 12 Inspection wells, box covers or ancillary facilities on urban roads for various types of pipelines located on urban roads shall comply with urban road maintenance regulations. When traffic and safety are affected due to defects, the relevant property rights units shall fill in the defects or repair them in a timely manner. Article 13 Within the scope of urban road facilities, the following behaviors are prohibited:

(1) Occupying or digging urban roads without authorization;

(2) Building buildings on urban roads without authorization , structures;

(3) Mixing cement, mortar, and concrete on the road surface;

(4) Driving crawler vehicles, iron wheel vehicles, and other vehicles on paved roads without authorization Other vehicles causing damage to roads;

(5) Building road entrances and exits without authorization;

(6) Other illegal occupation and damage to roads. Article 14 If crawlers, iron-wheeled vehicles, overweight vehicles and other machines that damage the road surface really need to be driven on paved roads, they must go through the municipal urban construction department and the public security and traffic management department. The department agrees and takes appropriate protective measures to drive according to the time and route designated by the public security and traffic management department. Article 15 No unit or individual may occupy or excavate urban roads without the approval of the municipal urban construction department and the public security and transportation management department.

If it is necessary to temporarily occupy urban roads due to special circumstances, it must be approved by the municipal urban construction department and the public security and traffic management department.

If urban road facilities need to be excavated for project construction, the construction project planning permit and relevant design drawings approved by the urban planning department must be submitted to the municipal urban construction department and the public security and transportation management department for approval.

Whoever occupies or excavates urban roads managed by the municipal urban construction department shall pay road occupation fees or road excavation and repair fees to the municipal urban construction department. Article 16 For various pipelines buried under urban roads, the property owners shall deposit the completed drawings and other technical data of the projects in the urban construction archives management agency for future reference. When underground pipelines and related facilities are relocated or otherwise changed due to maintenance or other reasons, the changed drawings and technical data shall be promptly deposited in the urban construction archives management agency for future reference.

If there are underground pipeline data files, the municipal urban construction department shall provide them to the excavation unit. Article 17 Units and individuals that have been approved to temporarily occupy or excavate urban roads shall abide by the following regulations:

(1) Occupy or excavate according to the approved location, area, and period. If it is necessary to move the location, expand the area, or extend the time, the change approval procedures should be completed in advance;

(2) Safety signs and safety protection facilities should be set up at the construction site;

(3) Road occupations for maintenance and excavation construction should avoid peak traffic periods. If it is necessary to restrict the movement of some vehicles or temporarily control traffic, the public security and traffic management department should be reported to the public security and traffic management department for prior notice, and temporary traffic control notice boards and traffic guidance signs should be installed at appropriate locations. ;

(4) When excavation conflicts with underground pipelines or other facilities, the construction should be stopped immediately and reported to the relevant departments, and construction can be resumed after consensus is reached;

(5) Discard soil and pile materials at designated locations;

(6) Excavation of cement concrete pavement shall be carried out in accordance with the prescribed technical requirements;

(7) After occupation and excavation, the construction shall be Clean up the site in a timely manner, dismantle temporary facilities, backfill and compact the roadbed according to relevant technical requirements, restore the road surface, ensure road quality, and submit it to the approving unit for acceptance;

(8) The approving department needs to stop occupying the road in advance due to special circumstances When the time comes, the occupying units and individuals shall unconditionally stop occupying the property within the specified period.
